training exchanges between the United States and the countries of Central

Ukraine, Mongolia and China.
ABOUT IREX IN RUSSIA:
In the ten years that IREX has operated on the ground in Russia, thousands
of students, educators, NGOs, and others have taken part in IREX exchanges,
training, grants, and institutional capacity-building programs. These
activities enable growth and new perspectives for individuals and key social
institutions. IREX has a series of representations throughout the Russian
Federation. IREX projects are funded by the US government (Bureau of
Educational and Cultural Affairs, US Agency for International Development,
US Department of State, National Endowment for the Humanities), private
foundations, corporations and international institutions.
ABOUT PRO-NGO:
Pro-NGO (the "Promoting and Strengthening Russian NGO Development" program)
is a continuation of USAID's centerpiece NGO development activity in
Siberia, Southern Russia, and Novgorod and Samara Oblasts. The project
builds on USAID-supported efforts since 1992 to strengthen a vital NGO
sector in Russia. The purpose of Pro-NGO is to provide financial and
organizational support, accompanied by judicious use of demand-driven
technical assistance, to NGO resource centers. The goal of Pro-NGO is to
encourage the development of grassroots citizen participation in local,
regional and national political and economic decision-making by
strengthening the third sector through assistance to NGO resource centers in
the 4 target regions. Pro-NGO is a thirty-eight month project starting
October 1, 2000.
1) PROGRAM OFFICER FOR TECHNICAL ASSISTANCE/PRO-NGO
Summary of the position: The Program Officer for Technical
Assistance/Pro-NGO is responsible for the development, implementation,
evaluation and planning of Pro-NGO's targeted technical assistance
initiatives which includes Brain Trust meetings, Pro-NGO Exchanges, the
Trainers 2000 program, Internships, placement of Western volunteers at NGOs
and the resource centers, and the resource center training voucher program.
He ensures that Pro-NGO's targeted technical assistance is running smoothly
and successfully both qualitatively and quantitatively. As equally
important as his work on the targeted technical assistance, the Program
Officer for Technical Assistance is an active contributing member of the
Pro-NGO team and is focused on the overall mission of the program. The
Program Officer for Technical Assistance is based in Moscow but is expected
from time to time to travel to the 4 target regions. This is a full-time
position. The Program Officer for Technical Assistance reports to and is
evaluated by the Pro-NGO Chief of Party.
Responsibilities (not listed in an order of importance):
· Develop, schedule, organize and evaluate, in consultation with the Chief
of Party and in coordination with the resource centers, Pro-NGO's targeted
technical assistance strategy and individual initiatives.
· Collect, analyze and provide commentary on the monthly and quarterly
training and internship statistics of the NGO resource centers as well as
from Pro-NGO. When there are questions about these statistics, the Program
Officer for Technical Assistance, in consultation with the Chief of Party,
will work with the NGO resource centers to resolve these issues.
· Conduct monitoring and technical assistance visits to the resource centers
as necessary.
· Collect information on and write about successes and lessons learned from
the targeted technical assistance initiatives.
· Contribute to the preparation of reports to USAID.
· Keep up-to-date on other NGO development technical assistance initiatives
being conducted in the Russian Federation.
· Give presentations at Pro-NGO events and other fora.
Qualifications (not listed in an order of importance):
· Higher education.
· Minimum of 3 years of NGO training experience.
· Demonstrated knowledge of and experience with non-commercial organizations
as well as overall third sector issues.
· Preferred: Experience with USAID-supported or similar projects.
· English fluency - written and spoken.
· Demonstrated advanced computer skills for databases and spreadsheets
(Excel, Lotus) and text documents and the Internet.
· Ability to set priorities, organize time and work independently at several
tasks at once
· Excellent communication and interpersonal skills.
· Ability to work in a team environment.
2) SENIOR FINANCIAL OFFICER/PRO-NGO, PARTNERSHIPS AND TRAINING DIVISION
Summary of the position: The Senior Financial Officer is responsible for
the financial management mechanisms of Pro-NGO and the financial monitoring
and compliance of the interim and core grant agreements to the NGO resource
centers. The Senior Financial Officer is based in Moscow but is expected
from time to time to travel to the 4 target regions. This is a full-time
position. The Senior Financial Officer reports to the Pro-NGO Chief of
Party.
Responsibilities (not listed in an order of importance):
· Financial monitoring of subgrants and agreements with the NGO resource
centers, particularly for compliance with Russian accounting standards,
USAID and OMB regulations, program objectives and sound financial
management practices and transparency.
· Ensure that all financial operations and book-keeping procedures are
follow RF legislation about financial procedures and officially accepted
practices.
· Provide technical assistance and support to the NGO resource centers on
all financial questions.
· Monitoring and technical assistance visits to the resource centers as
necessary.
· Monitor financial reporting of the NGO Resource Centers for accuracy and
compliance
· Contribute to the preparation of financial reports to USAID
· Supervise the Finance Assistant, who will work as the book-keeper/cashier
of Pro-NGO.
· Inform the Pro-NGO staff and the NGO resource centers of legislature which
may affect financial aspects of the project.
Qualifications (not listed in an order of importance):
· Higher education degree in Finance, Accounting or related Business
Administration field.
· Minimum of 3-5 years of experience working as a senior finance officer and
working with budgeting, financial reporting or financial analysis.
· Experience with USAID-supported or similar international assistance
projects.
· Demonstrated knowledge of both American and Russian accounting stadards,
USAID and OMB regulations.
· In-depth knowledge and understanding of RF tax, financial and labor laws.
· Demonstrated experience in developing, monitoring and reporting on complex
budgets.
· Knowledge of and experience with non-commercial organizations, especially
knowledge of legislation specifics for NGOs on tax and financial laws.
· English fluency - written and spoken.
· Demonstrated advanced computer skills for databases and spreadsheets
(Excel, Lotus) and text documents.
· Ability to set priorities, organize time and work independently at several
tasks at once
· Excellent communication and interpersonal skills.
· Ability to work in a team environment.
Compensation:
Commensurate with qualifications and experience of the candidate and funds
available in the Pro-NGO budget.
3) FINANCE ASSISTANT/PRO-NGO, PARTNERSHIPS AND TRAINING DIVISION
Summary of the position: The Finance Assistant helps the Senior Finance
Officer with the financial operations of Pro-NGO. He will work primarily as
the book-keeper/cashier of Pro-NGO. The Finance Assistant position is based
in Moscow and is full-time. He reports to and is evaluated by the Pro-NGO
Senior Finance Officer.
Responsibilities (not listed in an order of importance):
· Assist the Senior Finance Officer with the financial operations of
Pro-NGO.
· Track all program expenditures in Russia, including the submission of
monthly cash flow reports to the Senior Finance Officer.
· Maintain, in conjunction with the financial department of IREX-Moscow, all
general book-keeping/accounting functions of Pro-NGO.
· Ensure the timely payment of program expenses.
· Assist the financial departments of IREX-Moscow and IREX-Washington with
the preparation of financial reports required by state financial authorities
and USAID.
· Assist and, if needed, participate with the financial departments of
IREX-Moscow and IREX-Washington in all checks and audits conducted by state
financial authorities and USAID.
Qualifications (not listed in an order of importance):
· Degree in Finance, Accounting or related Business Administration field.
· Minimum of 3 years of experience working as a book-keeper.
· In-depth knowledge and understanding of RF tax, financial and labor laws.
· Knowledge of (preferable experience with) non-commercial organizations
and international assistance projects (preferably USAID).
· Proficiency in English - written and spoken.
