International Center for Not-for-Profit Law
Almaty, Kazakhstan
 
The International Center for Not-for-Profit Law (ICNL) is seeking a
Project Director - Central Asia. ICNL facilitates and supports the
development of civil society and the freedom of association on a
global basis. ICNL, in cooperation with international, national, and
local organizations, provides technical assistance for the creation
and improvement of laws and regulatory systems supporting
non-governmental organizations (NGOs) in countries around the
world. ICNL maintains a documentation center, provides training and
education, and conducts research on the NGO legal framework. ICNL
has been active in Central Asia for 4 years within Counterpart
Consortium, program funded by USAID and other funders.
 
Duties
 
The Project Director - Central Asia will be located in ICNL's
regional office in Almaty, Kazakhstan. Extensive travel is
expected. Under the direction of ICNL's Program Director for the
NIS, the Project Director will undertake the following duties:
 
 Providing technical legal assistance, including preparing
comments/recommendations to laws/regulations to be addressed to
government officials, Members of Parliament, and NGO representatives
on issues of NGO law;
 Developing and implementing strategy for improvement of NGO
legislation in Central Asia;
 Helping develop and administer ICNL's programs and strategies for
Central Asia;
 Representing ICNL at regional meetings, workshops, seminars, and
conferences;
 Supervising and managing lawyers and support staff;
 Assisting with proposal writing and fundraising activities; and
 Undertaking funder-required tasks and reports.
 
Qualifications
 
 Law degree and at least 5 years' professional experience;
 Fluency in English;
 Professional experience in transitional countries;
 Self-directed and able to initiate activities;
 Excellent writing, presentation, and diplomatic skills;
 Flexibility and ability to work with a range of different partners
in various Central Asian countries;
 Willingness to travel extensively;
 Experience in NIS countries, knowledge of Russian language, ability
to relocate soon, familiarity with USAID requirements, and knowledge
of NGO law are advantages.
 
Compensation: Competitive salary and fringes, based on experience
and qualifications.
