The Eurasia Foundation (www.eurasia.org) is a nonprofit grantmaking
organization dedicated to supporting private enterprise development, local
government reform, and civil society in the Newly Independent States of the
former Soviet Union. Since 1993, the Foundation has funded over 4,000 mostly
small, grass-roots projects in the NIS totaling more than $100 million. The
Foundation has made a strategic commitment to making greater use of
evaluation to capture the knowledge that is accumulating in these projects
and disseminate that knowledge both within the Foundation and to the broader
development community.
The Foundation seeks a highly qualified individual to fill the newly-created
position of Director of Evaluation in its Washington, DC headquarters office.
Reporting to the Senior Vice President, the Director of Evaluation will be
expected to provide leadership in improving the quality and expanding the use
of evaluation throughout the Foundation, including in its nine NIS-based
field offices.
While the Director of Evaluation is expected to understand all aspects of
evaluation and possess substantial practical evaluation experience, it is not
expected that the Director will conduct evaluations. Rather, the Director is
responsible for conceptualizing the role and application of evaluation,
ensuring the quality and relevance of evaluations, developing strategies for
implementing evaluation and using evaluation information throughout the
Foundation.
The Director of Evaluation will be expected to:
Oversee field-based evaluation activities. -- Guide field offices in
developing regional evaluation strategies. Serve as a technical resource for
the design and implementation of outcome-oriented evaluations of field-based
grant portfolios.
Manage evaluation of projects funded directly by the headquarters office. -
Design, commission, and manage evaluations of larger projects in business and
economics education, community development finance, and other areas.
Build evaluation capacity. -- With the goal of improving the methodological
rigor of evaluation, provide training and mentoring for field-based program
staff and evaluation consultants. Identify opportunities to provide grant
funding for the broader development of evaluation capacity in the NIS.
Disseminate evaluation information: -- Develop systems for collecting,
compiling, and disseminating information to internal and external audiences
about project outcomes, lessons learned, and best practices. Work
collaboratively with other development and donor organizations.
Develop a concept for multi-site, cluster, and program area evaluations that
seek to draw broader conclusions about the performance and effectiveness of
the Foundation's grantmaking activities.
Requirements:
- A minimum of a Master's degree (Ph.D. preferred) in social sciences with a
solid academic background in research methods.
- Five to ten years of practical experience in evaluation of international
development programs and/or evaluation of foundation grant portfolios.
- Evaluation experience in one or more of the following fields: private
enterprise development, government reform, and civil society.
- Strong interpersonal skills and an ability to guide evaluators and program
managers in the field.
- Russian language skills and/or experience with evaluation in a
cross-cultural environment involving diverse stakeholders.
- Ability to develop and implement a comprehensive evaluation approach that
emphasizes outcomes and the use of evaluation information to improve program
performance and contribute to the broader state of knowledge about reform in
transition economies.
- Management experience and overseas experience required.
