The posting prompted two replies which may be of general interest to
CivilSoc members. Those replies follow Bell's excerpt immediately
below.

"I am currently assessing the feasibility of commencing a quarterly
publication the subject matter of which would be criminal justice
reform in Eastern and Southern European countries and those in
Central Asia. It would include all aspects of criminal justice
reform including provision for juveniles. The purpose of the
publication would be to assist networking and the transfer of
effective practice."

Dear Mr Bell,

I'm not very sure this is your address, but, hey, you didn't
really leave one... We've been doing lots of things with
respect to reforming the Romanian criminal justice system
(amendements to the criminal code, the criminal procedure
code, a draft Bill on counterventions, a draft Bill on
restructuring the entire court system), and would be happy
to share our experience with you. Just let us know, in more
detail, what can we do for you--write articles explaining
our approach to criminal justice reform?, put you in contact
with people at the Ministry of Justice?, send you copies of
our Bills and the related documentation/studies?... You
name it!...

KNOW HOW FUND REGIONAL ACADEMIC PARTNERSHIP (REAP)

Under the above scheme the School of Law, University of Nottingham,
and the State Law Academy, Odessa, Ukraine, have an academic link
concerning the development of Human Rights/Criminal Justice teaching
within the Odessa Academy and specifically the establishment of a new
final year teaching course on human rights and criminal justice,
covering national and international issues, for future criminal
justice system personnel.

The link co-ordinators are Professor Victor Dryomin at the National
Law Academy and Patrick Twomey in the School of Law, Nottingham.
After a preliminary phase in 1999, a two year full phase link
commenced in May 2000. Further information on the project may be
obtained from either link co-ordinator or Simon Williams at the
British Council Office, Kyiv.
