The International Research & Exchanges Board (IREX), a leading
nonprofit organization in international education and training,
currently seeks a qualified professional to fill the position of
Regional Coordinator for the Internet Access and Training Program
(IATP) sponsored by the Educational and Cultural Affairs Bureau of
the US State Department.
IREX has administered Internet programs since 1991 and began
administration of the ECA-sponsored Internet Access and Training
Program in 1995. IATP provides Internet access and training for
alumni of ECA exchange programs and other targeted audiences. IREX
currently administers IATP in 10 countries of the NIS. The Regional
Coordinator will be based in Tbilisi, Georgia and will be responsible
for program management and coordination of IATP operations in the
Caucasus.
This position requires superior management skills, experience in
using Internet technology as an educational and training tool, and
basic technical know how. IREX seeks a minimum one-year commitment
beginning no later than August 7, 2000.
The Regional Coordinator will be responsible for:
* Principal oversight and management of country coordinators, trainers,
system administrators, web specialists, and other program personnel;
* Overseeing development of training materials and curricula, Internet
resources, and local language on-line resources;
* Managing the implementation of open grants competitions;
* Supervising management of public Internet access sites;
* Writing program reports and ensuring effective financial administration;
* Developing and implementing program outreach and publicity to targeted
audiences, specifically ECA alumni;
* Coordinating program activities with other regional coordinators and local
and international organizations involved in Internet development and ECA
alumni programming;
* Overseeing administration of special program initiatives including the
development of community Internet networks;
* Supervising negotiations with partner institutions and ensuring contracts
are updated and requirements are being met;
* Coordinating the work of partner institutions and ensuring program
sustainability; and
* Overseeing implementation of mid- and final program evaluations.
Qualifications:
* Two-three years of management experience, preferable if management
experience gained in the international field;
* Well-organized, skilled at handling multiple tasks, detail-oriented;
* A minimum of one-year experience working and living in the NIS;
* Fluency in Russian and/or local language required;
* Extensive experience in using the Internet and integrating information
technology resources in professional and educational settings. Beneficial
technical skills include an understanding of TCP/IP networking, Unix system
administration, HTML programming, Cisco routers, WAN hardware, and web
design; and
* Beneficial skills and experience include past work with international
funders and US-government programs, preferably ECA (formerly known as USIA).
