The International Research and Exchanges Board (IREX) seeks qualified
candidates, preferably American nationals, for the Chief of Party position
directing a Moscow-based USAID/Russia program to promote the development of
non-governmental organizations (NGOs) in Russia. This position is
contingent on funding.
The most important criteria for qualified candidates include 2-3 years USAID
project management experience, fluency in Russian, and NGO development work
(preferably working on youth and/or community service programs).
A more detailed description of the position follows:
The Moscow program director will be required on a full time basis for three
years to manage a program to promote and threngthen Russian non-governmental
organizations (NGOs). The Moscow Program Director will direct and oversee
all work performed under a Cooperative Agreement with USAID and will be the
primary point of contact with the USAID/Russia Mission.
Responsibilities and Duties:
1. Approve and submit to USAID all proposed workplans, staffing plans and
budgets
2. Work closely with NGO partners in the development of NGO development and
action plans (community service, outreach, NGO resources and product
development, etc.).
4. Make effective written and oral presentations in Russian and English on
the developmental challenges facing the "Promoting and Strengthening Russian
NGO Development" project and articulate the project's successes in meeting
those challenges
5. Required to travel extensively to regional project sites within Russia
for project management and monitoring purposes
6. Responsible for the quality, cost, and timeliness of performance of all
work performed under this Cooperative Agreement
Qualifications
1. Master's Degree in a relevant field (minimum)
2. English and Russian language fluency
3. Professional experience conducting NGO development programs in Russia and
a thorough understanding of the issues surrounding NGO and civil society
development in Russia
4. Demonstrated experience managing NGO programs; Ability to manage several
activities dealing with complex issues related to NGO management and civil
society development simultaneously
5. Past experience working with foreign donors (preferably with USAID)
6. Strong interpersonal skills to negotiate with Russian and foreign
experts, managers, and government officials to ensure the successful
completion of project activities
