JOB ANNOUNCEMENT

GRANTS OFFICER
INTERNATIONAL RESEARCH & EXCHANGES BOARD

The International Research & Exchanges Board is a private, nonprofit
organization dedicated to promoting advanced field research and professional
training programs between the United States and the countries of Central and
Eastern Europe, Russia, Ukraine, Central Asia, the Caucasus, Eurasia, China,
and comparable contiguous societies.

The position will support three program divisions and the Finance division
in monitoring grants from USAID, Department of State and private funders.
Grants Officer will assist in the development, negotiation and monitoring of
subgrants. Reports to Director of Finance.

Job Responsibilities:

* Maintain database of grants received by IREX and the status of interim and
final reports.
* Insure timely compliance with all grant reporting requirements.
* Serve as internal auditor for cost accounting function
* Oversee the development of budget vs. actual cost reports.
* Works with program staff to insure that expenditures are within budget
* Maintain database of subgrants awarded by IREX and status of reports due
by subgrantees.
* Insure IREX is in compliance with Federal subgrantee monitoring
requirements.
* Maintain database and copies of subgrantee A-133 reports.
* Develop standard subgrant terms and assist in the negotiation of
subgrants.
* Review adequacy of subgrantee accounting systems.
* Work with program/development personnel in the development of budgets.
* Present workshops to IREX staff and subgrantees on compliance with Federal
awards.

Some overseas travel may be required.

Qualifications:

* Degree in accounting, finance or business administration
* At least two years of financial administration of US Government awards,
including USAID and Department of State.
* Experience in international not-for-profit grants.
* Working knowledge of OMB Circulars A110, A122 and A133.
* Knowledge of MS Office software
