RESPONSIBILITIES:
This position has primary responsibility of supporting the evaluation
functions of training programs conducted in the countries of the
former Soviet Union under the GTD project. The Evaluation and
Monitoring Specialist supervises the Program Assistant.
Responsibilities include:
· Participate in the development and implementation of project
monitoring and evaluation instruments. Candidate will work closely
with Evaluation and Monitoring Coordinator in the preparation of
statistical reports and project-wide analysis of evaluation data.
· Prepare final program reports by reviewing, analyzing, and
synthesizing data gathered from various evaluation sources;
translating (Russian to English) hand-written responses in training
exit questionnaires, and entering evaluation data in participant
database. Maintain records and files of all reports.
· Write training success stories (or edit those submitted by field
offices) following specific criteria and guidelines. Post success
stories on webpage.
· Prepare monthly or as needed statistical reports by conducting
targeted database searches. Assist in preparing responses to requests
for information from various sources.
· Respond to queries or requests from field offices and maintain
regular communication with field staff. Work with E&M Coordinator to
ensure that field and home office staff adhere to project needs for
evaluation data.
REQUIRED SKILLS AND QUALIFICATIONS:
· Bachelors degree required, Masters preferred. Minimum four to six
years of work experience or an equivalent combination. Education and
experience should be relevant to monitoring and evaluation systems
specifically related to education/training programs, including data
collection, analysis, and report writing.
· Excellent written and spoken English and Russian language skills
required with demonstrated experience in written translations from
Russian to English. Must be able to translate project documents and
evaluation tools, as well as draft original documents in both
languages.
· Excellent research skills. Must be able to retrieve, organize, and
synthesize a large volume of information from various sources and
produce summary reports and documents.
· Experience in or strong familiarity with the NIS region.
· Strong computer skills including the ability to retrieve
information from databases and prepare statistical summaries.
· Proficiency in Microsoft Word for windows and experience with
spreadsheet applications, Lotus or Excel. Ability with graphic
programs desirable.
· Ability to work independently, anticipate needs, assess priorities,
and meet deadlines.
· Willingness to assume responsibility, take initiative, and play an
active role in a team environment.
