ORGANIZATION DESCRIPTION:
The Institute for Sustainable Communities (ISC) provides training,
technical assistance, and financial support to communities. Our
mission is to promote environmental protection and economic and
social well-being through integrated strategies at the local level.
ISC projects emphasize participating actively in civic life,
developing stronger democratic institutions, and engaging diverse
interests in decision making. With our headquarters in Montpelier
Vermont, and offices in Russia, Macedonia, and Bulgaria, ISC has an
international staff of approximately 70 people.
ISC helps communities develop solutions to pressing local problems
through the following core areas:
* Community Action: demonstrating strategic, participatory approaches
to solving problems at the local level
* Education for Sustainability: developing a new generation of
leaders through school-based programs linked to community issues
* Strengthening Institutions of Civil Society: enhancing the capacity
and effectiveness of nongovernmental organizations, government
agencies, and businesses
* Improving Policy and Practice: inspiring new ways of thinking about
and resolving environmental and economic problems by increasing
awareness and application of best practices and lessons learned.

DESCRIPTION OF MACEDONIAN PROJECTS:
ISC manages three projects in Macedonia and is interested in
expanding its project portfolio in Macedonia and the Balkans. ISC
established its office in Skopje in 1995 after winning a grant from
the United States Agency for International Development to manage the
Democracy Network Program (DemNet). During the first, three-year
phase of the DemNet program, ISC promoted the general development of
the civil society sector, with an initial emphasis on environmental
groups, through training, technical assistance, and grant-making
activities. The result was a larger and more active civil society
sector with a scope reaching beyond strictly environmental issues to
include social, economic and democratic policies.
During the next phase of the project, which began in 1998 and ends in
February 2000, ISC selected and worked intensively with 23 civil
society organizations (CSOs) on projects that directly involved
citizens in public policy as well as with organizations working with
communities to develop Local Environmental Action Plans (LEAPs). Due
to the program's success in phases I and II, USAID doubled the size
and scope of the project for the third phase.
The third phase, which lasts at least two years, will significantly
expand the number of organizations and communities involved in the
program. A key responsibility of the country director will be
ensuring the successful completion of this program along with ISC's
other projects in Maceconia. These other projects are funded by
private foundations and focus primarily on protecting Lake Ohird,
designated by the United Nations as one of the most important natural
areas in the world. ISC recently opened a small, satellite office on
the shores of Lake Ohrid.
POSITION DESCRIPTION:
The Country Director (CD) leads a staff team of approximately 15
people responsible for managing a multi-million-dollar project
budget.
The Country Director must:
* supervise personnel, guide office operations, and communicate
project results to funders, ISC management, and the Macedonian civil
society community.
* oversee technical program planning, implementation and evaluation
and has overall responsibility for office, financial, and personnel
management; grant and contract administration; and communications.
* promote an atmosphere of trust and mutual respect both
within the office, and with project partners, participants, and
funders.
* be responsible for project development, some fundraising, and
representing ISC at important functions in Macedonia and elsewhere.
DESIRED QUALIFICATIONS / EXPERIENCE
· Minimum five years project management experience.
· Minimum of three years experience managing five or more staff preferably with a
non-profit organization in an international setting.
· Proven ability to manage all aspects of office operations, grant and contract
administration, procurement, financial and personnel management.
· Excellent ability to represent the project to funders and partners.
· Diplomacy, team-orientation and cultural sensitivity.
· Experience in: NGO support, development and fundraising; civil society
strengthening programs; community-based, multi-stakeholder decision-making; public
outreach and communications.
· Ability to develop and maintain collaborative, team relationships in a fast-paced
work environment.
· Previous overseas experience and relevant advanced degree.
· Familiarity with US government international assistance program requirements.
· Excellent written and oral communications skills; working knowledge of computer
word-processing, spreadsheet programs, and e-mail.
· Slavic language a plus.
