Subject: Query: Training Programs in EE/NIS for Gov't Officials?

To readers of the Civil Society list:
I am hoping some of you might have information on training programs
offered in Eastern Europe or the NIS in any of the following areas:
1. strategic planning
2. organizational development
3. process reengineering
4. development of training programs and training methodologies.
We are looking for effective training programs primarily for
mid-level government officials, which last from a few weeks to a few
months. While some of the potential students speak English, we are
particularly interested in courses offered in the Russian language.
I would welcome any recommendations for programs or any contacts you
