UNDP-MCI (UN Development Program and Mercy Corps International)
started a MicroFinance Propramme in Semipalatinsk, Kazakhstan, along
the border with the Russian Federation, in March 1998. Within the
first 10 months over 2,000 clients received credits. The project
started employing the group approach and instilling the
"learning-by-doing" implementation methodology which was gradually
designed using the "process approach" to developing and streamlining
management and operations.

The process approach to designing the Project was *highly [favorably]
received by clients*. Within the first six months, based on the
initial results, the Semey model was replicated in Aral Sea, Southern
Kazakhstan and in Almaty. Furthermore, UNDP/UNIDO and Chevron have
now also started to replicate the model in Atyrau near the Caspian
Sea. Thereafter, the supporting organizations like UNDP and
MercyCorps in Central Asia been able to position for increased
financial resources for expansion, based on the promising results in
Semipalantinsk in the first 10 months of operations.

An Interim Report, February 1999, briefly looks at some of the
critical issues, highlighting the achievements and challenges, and
lessons learnt. The report will be emailed to those interested.

It is some 12 pages, in Rich Text Format--rtf, and can be easily
opened by MS Word 6.0 or higher version. Appendices of tables and
graphs within the report have been removed so as to reduce the
bulkiness of the report for easier email transmission--yet it is some
180kb. (A separate file with graphs and tables is some 120kb in Excel
97.)
