The following request for collaboration from a Novokuznetsk environmental

Dear colleagues!
We are the NGO "Environmental Information Agency" (Novokuznetsk, Russia).
Now we are developing the project for participation in the Programme of
Russian-British Partnerships in Non-Profit Sector financed by the
governmental Fund KNOW HOW. (The detailed information about this Programme
is at http://www.cafonline.org/cafrussia ) We are developing the project,
which would consider the policy of open ("transparent") budget formation
and public participation in this process.
One of the necessary conditions of participation in the Programme is to
have the British partner. Perhaps someone of the subscribers of RTN-List
could recommend us any British organisation, which would be interested in
a joint project with NGO "Environmental Information Agency" and has
experience in this sphere. Or perhaps you could advise us where we can
apply for help in finding the partner.
The geography of the project is the Kemerovo Oblast, Novokuznetsk.
We have preliminary arrangements with the Russian participants of the
project.
We would like to make an application from a NGO Novokuznetsk Development
Fund (NDF), it suites in the best for realization of the project. NGOs
"Environmetal Information Agency" and NDF are located in the same office
during one year and we are working on the basis of the co-operation
agreement.
The brief information about Novokusnetsk Development Fund:
The NGO "Novokuznetsk Development Fund" (NDF) is created in a 1993 for
combining the efforts of establishments, organizations, enterprises,
government bodies and bodies of the management for working out of city
development strategy and emplementation of these plans.
The president of (NDF) is Fedor Ottovich Mayer, the Adviser of the Mayor
of Novokuznetsk on urban development.
The founders of the Fund were the large and medium industrial
enterprises, Higher Educational Institutions , Power and Administrations
bodies.
Working groups of the Fund work voluntarily in the following directions:
* Economic development
* Finance and management
* Environment
* Education
* Public health services
The number of the participants of the working groups varies, but the
average number of the participants of one group is about 30 persons.
Each working group includes the representatives of the enterprises,
authority, establishments and NGOs.
During 1993 - 1995 years the Fund administered the project of the
strategic plan of city development "Novokuznetsk-2010" and participated
in the project "Environmental Policy and Technology" /USAID
In a 1998 the Fund concluded the cooperation agreement with Resource
Centre for NGOs of the Environmental Information Agency. The
organizations announced about joint work on the program of the public
initiatives support in Novokuznetsk and Southern Kuzbass.
We would be grateful, if you can recommend us somebody as a partner or
help us otherwise.
