CHIEF OF PARTY, BAKU, AZERBAIJAN

Citizens Democracy Corps, a not-for-profit organization that utilizes
business volunteers to support free market development and democratic growth
in transitioning countries around the world, seeks a Chief of Party for a
two-year commitment to head a new program based in Baku, Azerbaijan.
Reporting directly to CDC's Washington-based Chief Operating Officer, the
COP will set up CDC's office in Baku; hire local staff, and start a program
aimed at creating better qualified Azerbaijan companies to supply foreign
oil companies; provide senior-level USAID liaison and overall quality
control; ensure the project team has access to corporate resources; be
responsible for cooperative agreement negotiations and performance
oversight; and ensuring that local staff work effectively. The COP is
ultimately responsible for CDC meeting contract deliverables in compliance
with USAID regulations.

Requires: MBA or Masters degree plus 5 to 10 years business and/or
international relations or development experience; prior experience managing
USAID or other donor-funded assistance; demonstrated significant management
and leadership experience in a results-oriented program; budget and
financial management experience; excellent oral and written communication
skills; ability to live and work under challenging conditions. Knowledge of
regional languages, background in reading financial statements, accounting

Duties: Reporting directly to CDC's Washington-based Chief Operating
Officer, the COP will work in the offices of CDC's local partner
organization and be responsible for senior-level USAID liaison and overall
quality control; work with the Director of the local partner organization to
develop the director and staff to manage the program independently in the
future; ensure the project team has access to corporate resources; have
responsibility for cooperative agreement negotiations and performance
oversight with ultimate responsibility for CDC meeting contract deliverables
in compliance with USAID regulations.
