JOB DESCRIPTION
ISAR PROGRAM DIRECTOR
BAKU, AZERBAIJAN

 ISAR with funding from Save the Children/USAID is seeking to hire a
director to create and manage an NGO resource center and grants program
in Baku. The director will work independently but in close consultation with
ISAR-Caucasus, ISAR-DC and Save the Children.

Initial Activities of the Program Director:
1. Find and establish an office in Baku as a resource center for use by local
NGOs.
2. Undertake a needs assessment of NGOs in Azerbaijan and the general
status and situation of NGOs in Azerbaijan.
3. Establish a local advisory board to review grant proposals and assist in
outreach to NGOs in Baku and outer regions.
4. Set up system for a grants program for environmental NGOs, including
solicitation and evaluation of proposals, and a mechanism for awarding and
evaluating grants.

On-going activities of the Program Director:
1. Assist NGOs in defining and achieving their development objectives.
2. Assist NGOs in identifying and developing alternative funding sources.
3. Provide or arrange for technical assistance to NGOs, either through
training or one-on- one consultations, in areas including financial
management, strategic planning, program monitoring and evaluation.
4. Facilitate links between indigenous NGOs and US organizations with
parallel interests.
5. Maintain complete narrative and financial reports meeting
ISAR/USAID guidelines.

Qualifications
1. One-year commitment, with potential for extension.
2. Basic knowledge of political, social and economic issues of the Caucasus
region.
3. Fluency in Russian and/or Azeri required.
4. Experience in NGO administration and management.
5. Knowledge of grassroots environmental issues.
