On March 24, 1995 Save the Children issued a "Request for
Application" soliciting Linkage Grant Proposals for U.S. non-
profit organizations who will partner with one or more Russian
non-profit organizations. The Linkage Grants are part of the
Russian Civic Initiatives for Democratic & Economic Reform Program
sponsored by USAID and managed by Save the Children Foundation.
The grant recipients, U.S. non-profit organizations, must have
previous federal funding experience.
Important Dates:
May 15, 1995 is the application deadline.
April 10, 1995 is the date of a Pre-Proposal Bidders conference in
Washington, DC. The conference will be held from 11:00 a.m. to
3:00 p.m. at the Carnegie International Center, 2400 N Street NW,
8th Floor. Persons interested in attending are asked to RSVP to
Shannon Moncrief at (203) 221-3702.
April 7, 1995: Organizations interested in submitting an
application are asked to fill out and fax an "Expression of
Interest" form by April 7, 1995. Fax: (203) 221-4210. (The
expression of interest, or lack of, by April 7 "will in no way
impact on the evaluation" of applications.
Civic Initiatives Program:
The Russian Civic Initiatives for Democratic & Economic Reform
Program (previously known as the Russian NGO Sector Support
Program) seeks to "help create policy, legal and regulatory
environments supportive of indigenous NGOs (non-governmental
organizations), support the development of institutions,
associations and organizations capable of strengthening NGOs,
provide education about roles and responsibilities of NGOs,
provide training, technical assistance and grants to indigenous
NGOs and provide for the coordination of U.S. private voluntary
organizations (PVOs) and the strengthening of Russian NGOs.
Linkage Grants:
The Linkage Grants project seeks to: "facilitate the establishment
of partnerships between U.S. PVOs and one or more indigenous
Russian NGOs to develop linkages and promote activities in common
fields or program sectors, for example public advocacy, social
marketing, pertinent legal and regulatory reform, training,
information clearinghouses, and formation of civic and
professional/trade associations in fields such as health,
environment, humanitarian assistance or other priorities in the
area in question."
Location:
Priority will be given for projects that take place within the
geographic spread of the Civic Initiatives Program:
Moscow
St. Petersburg
Siberia - centered around Novosibirsk
Black Sea region - centered around Krasnodar, Rostov,
Stavropol
Save the Children would also like to expand its geographic
outreach in the following cities:
Ekaterinburg
Smolensk
Tomsk
Vladivostok
Voronezh
Zelenograd

A good source of information on city and local administrations in Russia
during perestroika and after is Prof. Jonathan Harris at the University of
Pittsburgh. He has been researching the operation of the local and city
soviets in Novosibirsk oblast for the past couple of years, and has traveled
to Novosibirsk on several occasions in the past two or three years.
Unfortunately, being an older academic, he hasn't quite gotten used to the
