Although somewhat dated for this rapidly changing environment, the
following two articles might be useful places to start. Additionally,
PERDCA maintains an electronic bulletin board for technical assistance
organizations in Central Asia. You can send a message to
<ta-in-ca@silk.igc.apg.org> to contact and survey many of these
organizations directly. I assume that you are also familiar with the
conference that PERDCA hosted last November in Tashkent for the purpose of
supporting NGO's. They will also have a list of participants. You can
also contact the organizer of the conference , Lorel Donaghey
<lorel@silk.glas.apc.org> for more information.
