The BEARR Trust (British Emergency Action in Russia and the Republics)
wants to appoint a new MOSCOW DIRECTOR to run its programmes in
Russia
The BEARR Trust supports voluntary action in Russia, mainly by making
available the experience and goodwill of the British voluntary sector.
The Trust has operated from Moscow since 1991.
We are looking for someone with experience of Russia, with fluent
Russian and English and with an understanding of the voluntary sector.
They should be free to take up their duties from May 1, 1995. The
closing date for applications is 30th March.
The BEARR Trust is registered as a charity in England;
number 1011086.
JOB DESCRIPTION
The Moscow Director is accountable to the Trustees of the BEARR Trust
through the Director for safeguarding and advancing the Trust's
objectives in the FSU and in particular in Russia. Within the context of
the Trust's 3 year Business Plan, the responsibilities of the post holder
will include:
a) disseminating the Trust's aims and work, including the transfer by
example of best practice from UK voluntary organisations.
b) managing the Trust's Moscow office, including the recruitment and
management of the staff of the office, the registration of BEARR in
Russia and the management of the possible move to new premises.
c) liasing with the Trust's advisory committee in Moscow. and
supporting their fund-raising efforts.
d) maintaining good relations with key Russian organisations and with
other UK agencies in Russia
e) reporting on the needs of social welfare voluntary organisations
which could benefit from British support
f) contributing to the formation of Trust policies
g) providing information to the Trust's London office
h) providing information on welfare provision, the voluntary sector and
related matters for BEARR's quarterly newsletter
i) organising conferences, seminars, training programmes in the FSU on
behalf of the Trust.
j) selecting and organising visitors to and from the FSU for training
programmes, transfer of know-how etc
k) visiting the London Office for planning and review meetings on at
least two occasions in each year
l) maintaining office procedures and financial records as agreed
APPLICATION PROCEDURE
1 Please apply, in English, by letter attaching a CV. Please supply
details of three people we can approach for references. Applications
can be submitted to either of the addresses below.
2 The closing date for applications is Thursday 30th March.
3 First interviews will be held in London and Moscow in the week
beginning 10th April. Applicants invited to attend these interviews
will be notified by 7th April at the latest.
4 The final interview will take place in London at a date to be agreed in
the second half of April. The successful applicant will take up his or her
duties as soon as possible after appointment.
