ISF CONFERENCE TRAVEL GRANTS PROGRAM

The International Science Foundation announces a program which will award
travel grants to enable a limited number of scientists from the former
Soviet Union and Baltic States to travel abroad to attend international
scientific conferences. Travel Grants will include roundtrip airfare from
the former Soviet Union to the conference site and subsistence expenses on
a per diem basis. Travel arrangements will be made by the Foundation.
Applications will be accepted at the Foundations's Washington, D.C. office
from conference organizers. Applications will not be accepted from
scientists wishing to travel. Scientists may not travel more than once on
this program. All trips must originate and end within the FSU or the
Baltic States.

Eligibility Criteria

Scientists who will travel on this program should be actively pursuing
basic research in the natural sciences at a scientific institution in the
FSU or the Baltic states and should be attending an international
professional conference in their scientific discipline. Applications for
bilateral meetings will not be considered. Scientists working in the areas
of applied science (e.g. clinical medicine, environmental clean-up),
military research, conversion projects, or the humanities will not be
supported by this program. Scientists must be formally invited by the
conference organizers to present papers or poster communication at the
conference. Conference organizers must waive the registration fee for
scientists traveling on this program. The number of scientists traveling
on this program to attend a single conference cannot exceed two percent
(2%) of all registered conference participants.

Application Procedure

Applications submitted on the ISF standard application form will be
accepted at the Foundations Washington, D.C. office from conference
organizers. Information required on the application form must include:
a brief description of the planned conference; the name of the invited
scientist with all information
needed to contact them;
a formal statement of invitation and the topic to be
presented by the invited scientist;
a statement that the registration fee has been waived; a subsistence
request and a detailed justification of
total lodging and meal costs if requesting more than $70 per day;
the exact dates of travel and date of presentation; the number of
registered participants if more than one
individual is invited.

It is the responsibility of the conference organizers to ensure that all
eligibility criteria listed above have been met. All applications will be
reviewed for compliance with these criteria and the overall mandate of the
Foundation. The decision of the reviewers will be final.

Award Procedure

If an application is accepted, the Foundation will notify the conference
organizer and provide specific information concerning travel arrangements.
It will be the responsibility of the conference organizer to convey this
information to the scientist wishing to travel. The Foundation will not
reimburse conference organizers or scientists who have purchased their own
airline tickets.

Conditions

Applications must be received at least twelve (12) weeks prior to the
conference date. The Foundation is not responsible for making contact
between the conference organizer and the traveling scientist. All travel
information such as ground transportation, hotels, conference dates, must
be directly exchanged between the conference organizers and the traveling
scientist. It is the responsibility of the traveling scientists to acquire
visas (transit, exit, etc.) which may be required in connection with the
travel route. All problems which may arise during travel (missed
connections, overnight accommodations, ground transportation, etc.) are
the responsibility of the traveling scientist and the conference
organizers. The Foundation will not purchase health insurance and bears no
legal or financial responsibility for the traveling scientist.
