EURASIA FOUNDATION SUPPORT FOR COMPUTER COMMUNICATIONS

The Eurasia Foundation is a privately managed nonprofit grantmaking
organization established with a major grant from the US Agency for
International Development. The Foundation supports expert
assistance, training, educational, and policy programs in the New
Independent States (NIS) of the former Soviet Union (excluding the
Baltic States) covering a wide range of activities in economic and
democratic reform.
One area of priority for the Eurasia Foundation is support for
computer communications (electronic mail, on line services, database
access) in the former Soviet Union.
Examples of programs which have received Eurasia Foundation support
include:
* A program which establishes "public access e-mail
sites" at universities in Russia and Ukraine, and
provides training for new users of e-mail
* A program which develops and distributes on-line
information for the international technical
cooperation community
* Equipment and training support for new e-mail
networks in regions previously without access to
computer communications
The Eurasia Foundation invites letters of inquiry or proposals from
organizations in the US or the countries of the former Soviet Union to
promote access, training, and information resources for computer
communications. Support is not typically offered for individuals,
institutes or businesses seeking access to electronic mail, but
instead for programs benefiting the access, training, or information
resource needs of a community or group of organizations. Letters of
inquiry or proposals can be sent to the Foundation at any time.
Proposals need not be elaborate but should include the following
information where applicable:
Program objectives
Program design and implementation, including time frame,
participant selection processes, follow-on strategy, and evaluation
procedure
Qualifications and role of organizations and persons engaged in
work, including letters of support, where
applicable
Detailed budget, including in-kind contributions and
contributions from other sources
Standing of applications with other funding sources
Tax and legal status
Letters of inquiry and proposals will be considered promptly by the
program staff. It is the Eurasia Foundation's policy to complete
preliminary review within one month. At that time it will either
notify the applicant of a decision or request further information
about the program. A request for further information does not imply
that the Foundation will or will not support the program. It simply
indicates that the information is necessary in order to complete the
evaluation.
