Russian Regional Report is a weekly survey of political,
economic, and social trends in the 89 regions of the Russian
Federation. Similar in style to the RFE/RL Newsline, the survey
consists of brief reports about issues facing regional
governments, including economic reform, tax collection and
relations with the central government. RRR is published by the
EastWest Institute, as part of EWI's Rebuilding Russia program.
A Russian-language edition is also available.

We have been informed about the Alliance of Universities for Democracy.
We are pleased that such an organization exists. We would like to develop
all kinds of cooperation and maybe participate in your activities.
The Alternative Academic Educational Network (AAEN) is a
nongovernmental association of scholars and professors from Serbia. The
primary mission of the AAEN is the improvement and democratization of the
academic education in Yugoslavia (the mission statement of AAEN follows).
AAEN was established as an answer to the new repressive University Act by
which University lost its autonomy. The parties in power are organizing
fierce repression of the professors who think differently. Due to ever
increasing repression of the University, we have decided to organize
multidisciplinary programs for our students which will support free
academic thought.
Alternative Academic Educational Network is an nongovernmental,
nonprofit, educational and research association committed to quality
protection and improvement of academic education in Yugoslavia.
AAEN answers the challenge in an academic education by effectively
gathering nongovernmental academic organizations, projects and persons
involved in education of undergraduate and graduate students in Serbia and
Montenegro. The Association organizes integrated and interdisciplinary
programmes in academic disciplines that are neglected or do not exist at
the Universities in Yugoslavia. The programmes reflect the evolving
character of the generation and uses of knowledge within research
communities and within society.
The AAEN was established as an answer of the part of the
academic community to the restrictive new University Bill introduced in
May 1998. According to this new law, the 160-year-old tradition of
University autonomy was abolished. Possible degradation of University
education made professors and people from nongovernmental organizations
found this Association.
AAEN will autonomously or in cooperation with similar
institutions organize and support the following activities:

Small Business R&D Cooperation Program in Ukraine
*****************************************************************
The U.S. Civilian Research and Development
Foundation
(CRDF) intends to allocate up to $250,000 to fund U.S./Ukraine collabo-
rations involving small, high technology businesses and to sup-
port research and development activities that can provide signif-
icant benefit to both the United States and to Ukraine. This is
a pilot program. Experience in its operation will inform planning
for possible additional programs in this area.
The CRDF is a unique public-private partnership created to facil-
itate scientific and technological cooperation between the U.S.
and the countries of the former Soviet Union. It is a private,
non-profit, charitable organization authorized by Congress and
established by the National Science Foundation (NSF) in 1995.
Its sources of funding include the NSF, U.S. Department of
Defense, U.S. Department of State, National Institutes of Health
(NIH), and the MacArthur Foundation.
Through this program CRDF hopes to assist the creation and growth
of high technology businesses and to stimulate economic growth in
Ukraine. In addition, the program will provide a mechanism for
Ukrainian scientists, engineers and entrepreneurs to better
understand commercial business practices and will provide access
for U.S. companies to significant Ukrainian scientific talent and
technology.

Types of Activities Supported, and Eligibility
-----------------------------------------------------------------
The program will consist of two types of awards: Travel Grants
and R&D Collaborative Grants. It is not necessary for applicants
who meet the eligibility criteria for the R&D Collaborative
Grants to submit proposals for a Travel Grant award.
1) Travel Grants.
This component of the program will support up to 15 travel
grants of $3500 each for Ukrainian travelers. The grants are
to enable potential collaborators to meet and discuss the
technology in question and its relevance to the business
interests of both parties.
To be eligible for a Travel Grant, the Ukrainian participants
must be either an existing small business (fewer than 500 em-
ployees) or a group of scientists who wish to form a company
based on their technology. In addition, the Ukrainian partic-
ipants must have identified a for-profit U.S. company as a
potential partner and have received a Letter of Interest from
the U.S. company stating that it is willing to host a member
of the Ukrainian team to discuss their technology and a possi-
ble future relationship.
If the relationship does go forward, the parties may jointly
submit a proposal to the second component of the program for
seed money to further develop the technology.
2) R&D Collaborative Grants for Small Business Partnerships.
This component of the program will provide technology develop-
ment funding for Ukrainian and American small businesses
(fewer than 500 employees). CRDF's contribution will typically
average $50,000 for a one year period.
To be eligible for this program, the partners must be either:
1) a Ukrainian small business, incorporated in Ukraine, with
an existing Business Plan and an established relationship with
a US for-profit company; or
2) a U.S. small business with an established relationship with
a Ukrainian small business, academic institute, or university
department.
For those groups who have not yet developed a detailed busi-
ness plan, CRDF encourages them to consult with business
development programs in Ukraine, such as the Business Incuba-
tor Development (BID) Program. Special consideration will be
given to projects which envision production of the proposed
technology in Ukraine.
