Purpose and objectives of proposal:
Objectives:

Involvement of large range of public organizations and initiative
citizens in project “Kazan Civic Networking”

Work on new forms of activity within the framework of “Kazan
Civic Networking” project

of the all-Russian project "Russian Civic Networking"

Assistance in developing civil movement in the Republic of
Tatarstan and initiating noncommercial organizations joint social projects,
bodies of state authority and business, establishment of social partnership.

Work to popularize modern information technologies in public
and civil spheres.

Work to develop the information maintenance in noncommercial
and commercial sectors and to associate organizations for joint cooperation
within the framework of the Russian Civic Networking program.

Expansion of activity’s scales of noncommercial and commercial
sector by means of modern information technologies.
-
Information interaction of non commercial organizations,
bodies of state authority, mass media in sphere of noncommercial and commercial
sector development and civil society formation to solve jointly social,
cultural, educational, information, resource, personnel, methodological
and other problems of public movement.
Tasks:
-
Work to popularize the activity of public organizations,
positive and negative work experience, public initiatives, actions and
measures, interaction within state structures, MASS-MEDIA and all public
sectors;
-
Assistance in creating and developing civil society institutes,
in particular, in creating, strengthening, interacting and associating
efforts of not governmental organizations;
-
Work to develop service functions of centers of public access
to Internet, thus creating favourable conditions for wide layers of population
to the network; to popularize Internet opportunities, to report the activity
of noncommercial initiatives in Internet. At present five centers of public
access function;

Granting opportunities to develop noncommercial republic
sector, using achievements of information technologies through connection
of noncommercial organizations, active citizens to the dial-up Internet
usage;

Monitoring on problems of public movement development with
the help of Internet; republic legislation analysis in the field of noncommercial
organizations’ development, estimating level of noncommercial organizations
interaction with bodies of state authority;

Information and technical assistance to " Kazan Civic networking
" users services work;

Interaction with Mass-Media;

Realizing educational courses, seminars to improve the total
level of organizations - project’s participants activity;

Assistance in creating project’s participants Web-sites

Providing to a wide audience:

news about organizations and private persons activity participating
in the project;

mass media monitoring results on freedom of speech problems
and civil sector development in the Tatarstan Republic;

information, given by noncommercial organizations (NCO):
about NCO activity, problems, results and achievements, actions and measures,
announcements of actions and measures, NCO appeals and statements, concerning
all spheres of activity;
-
placing local news, databases (NCO database, legislative
database), information on significant culture, science, NCO events, inquiry
and news information on the Republic of Tatarstan, Kazan, geography, population,
culture, science, economy, public health services, civil initiatives;
-
publishing the methodical literature with recommendations
for public organizations work; on realizing their projects and initiatives,
NCO develop various methodical manuals and literature;
-
reports on noncommercial and commercial organizations activity
in the Republic of Tatarstan and other national Republics of the Russian
Federation. According to the conditions of cooperation contract, each organization
– project’s participant - should place on site not less than one publication
per week;

publication of analytical materials, concerning the civil
sector and conditions of regional legislation in the Civil Network;

Meetings and communications pertaining to output:

“The Committee for Protection of Human Rights” has developed
active work among organizations - participants of the project the “Kazan
Civic Networking” on attraction and active work in "Public Fund of Support
both Development of the Social and Humanitarian Initiatives of Youth ",
maintained representative of the representative of Russian Federation in
Eurosoviet Vasili I. Likhachev.

The organizations - participants of the project together
with administration of city and city TV - company "Ether" have accepted
active participation in realization of a city celebration devoted to 10
birthday of regional TV Company "Efir".

The All-Union organizations of young scouts have taken part
in the training activities which were held on the basis of the Public Charity
Fund " Covcheg". At the same time scouts were demonstrated different possibilities
of work in Internet in the public access center at the Sophia Church.

Mariana Katzarova is a representative of the International
Organization "The International amnesty" has visited Kazan, The
Committee for Protection of Human Rights of Tatarstan Republic, redaction
of the newspaper "Novaya Vechorka", fund for help to the refugees and compelled
migrants June, 25-27th. She has familiarized with work of “The Kazan Civic
Networking”. The arrangements on interaction and information exchange are
achieved.

Technical group work results:
1.1. Work to organize interactive communication system
“Kazan civic networking”:
1.1.1. For the second quarter of 2001 15 new users got
an access to interactive informational system,
1.1.2. Kazan civic networking web-site control and informational
redaction is realized, the photo gallery “Kazan zoo”, “Kazan and people
of Kazan” were published on the Internet – site.
1.1.3. Administrators work to control web-site users
activity is carried out,
1.1.4. For the last quarter administrator group answered
for 54 telephone requests from dialap users, seven times technical group
went to user’s offices to help,
1.1.5. For the last financial periodthere were provided
93 Gb of mail server services,
1.1.6. 24 informational articles were published,
1.2. Usual work for round-the-clock assistance to “Kazan
civic networking program” participants is realized.
1.3. Dial-up users of “Kazan civic networking” have been
provided by 153 Internet hours, public access centers have used 532 Internet
hours.
1.4. The Center of public access to the Internet at the
industrial practice center "Solnishko" for the students is open.
Oleg Krasilnikov has acquainted the students of the
industrial practice center with bases of work in the Internet,
He has shown the basic methods, principles of search
of the required information. We plan to carry out a several of occupations
in the next quarter.
Humanitarian Maintenance Group Work Results:
-
The huge organizing work on registration and advertising
company of new organizations "Public Fund of Support of Female Movement
"Siumbike" (G. Kozlova), "Public Fund of Support both Development of the
Social and Humanitarian Initiatives of Youth ".

"The Committee for Protection of Human Rights in the Tatarstan
Republic” has published "The Human Right Protection Encyclopaedic Dictionary",
which materials in a near future will be partially published on a site
of the project.

The active work on expansion of frameworks of activity of
the project is conducted. The items of the free-of-charge legal help in
Menzelinsk, Elabuga and Zelenodolsk are open. In the near future we hope
for occurrence of a technical opportunity of transfer and reception of
the information from these cities in on-line mode.

Humanitarian Maintenance Group have taken part in
study of All-Union organization of the young scouts which were taking place
on base OBF “Covcheg”, alongside with other occupations for scouts were
demonstrated opportunities of work in the Internet at the center of public
access in the Sofia church.

The coordination work of public organizations is conducted
within the framework of the project.
-
The work of an information center is conducted. Information
Center publishes materials in Russian and English in “Tatarstan Republic
news” site heading is carried out.
-
The scouts meeting on Volga is carried out. In informal conditions
the children could have a rest, get acquainted, start friendship, study
much interesting and new. The youth organization "Covcheg" is an organizer
of this meeting.

Work to realize ecological programs in the framework of “Kazan
civic networking” project and Kazan Zoo has been continuing.
c) Progress towards achieving purpose and objectives:
The main event of the latter period was visit of the
representative “The International Amnesty”. As a result of which the arrangements
on joint work and information exchange were received.
The center of public access at the industrial practice
center "Solnishko" is open. The work with interactive system of the communications
proceeds in a usual mode, news is published, and there is a work above
representations of organizations.
The active work on distribution of the information about
activity of public organizations is conducted, are involved by mass - media.
In a usual mode the services of technical support function,
the work with a site proceeds, the round-the-clock watches on support of
the users the Internet are conducted, there is administrative work, the
centers of public access work.
The educational occupations are conducted at the centers
of public access, that allows to raise efficiency of their functioning.
The scout meetings for children (together with OBF "Covcheg")
are carried out.
As well as earlier there is an active participation through
Committee for protection of human rights in the Tatarstan Republic in legislative
process, the work on upholding the rights of the citizens of Republic is
conducted. The public organizations - participants of the project use dialap
access to the Internet, place the information on the activity, news and
other information on a site. We continue to develop a direction of the
ecological programs in the Tatarstan Republic.
d) Issues and problems:
Achievements:
1. The center of public access at the industrial practice
center "Solnishko" is open.
2. The computer occupations and studies for skills of
work in the Internet are interesting and very urgent. The rates work practically
at all centers of public access.
3. The work on development of a new important direction
proceeds: it’s the ecological projects.
Problems:
The problems with financing of our undertakings and programs,
problem with payment of work of the good interpreter continue, as the inflation
dictates increase of wages.
e) Training activities and number of individuals trained:
1. The occupation was carried out by Oleg Krassilnikov
at the center of public access of the industrial practice center "Solnishko”.
He had acquainted to 12 students about bases of work in the Internet.
2. 4 studies have carried out for the schoolboys, in which
33 girls and boys have taken part at the Sofia church.
3. The study was carried out at the center of public access
center at the Hospital No 13. On study there were 12 persons.
4. 2 studies were at the center of public access of the
Kazan Technical University. 32 students have taken part in this.
5. The study has passed at the center of public access
of Committee for protection of human rights in Tatarstan Republic. 8 people
have taken part in the training.
