5. Purpose and objectives of proposal:

Objectives:

  1. Involvement of large range of public organizations and initiative citizens in project “Kazan Civic Networking”
  2. Work on new forms of activity within the framework of “Kazan Civic Networking” project
  3. Technical project infrastructure development
  4. Quality improvement of Internet services
  5. Expansion of civil initiatives in the framework of the project
  6. Civil initiatives Information space creating
  7. Active participation in measures spent within the framework of the all-Russian project " Russian Civic Networking"
  8. Assistance in developing civil movement in the Republic of Tatarstan and initiating noncommercial organizations joint social projects, bodies of state authority and business, establishment of social partnership.
  9. Work to popularize modern information technologies in public and civil spheres.
  10. Work to develop the information maintenance in noncommercial and commercial sectors and to associate organizations for joint cooperation within the framework of the Russian Civic Networking program.
  11. Expansion of activity’s scales of noncommercial and commercial sector by means of modern information technologies.
  12. Information interaction of non commercial organizations, bodies of state authority, mass media in sphere of noncommercial and commercial sector development and civil society formation to solve jointly social, cultural, educational, information, resource, personnel, methodological and other problems of public movement.
Tasks:
  1. Work to popularize the activity of public organizations, positive and negative work experience, public initiatives, actions and measures, interaction within state structures, MASS-MEDIA and all public sectors;
  2. Assistance in creating and developing civil society institutes, in particular, in creating, strengthening, interacting and associating efforts of not governmental organizations;
  3. Work to develop service functions of centers of public access to Internet, thus creating favourable conditions for wide layers of population to the network; to popularize Internet opportunities, to report the activity of noncommercial initiatives in Internet. At present five centers of public access function;
  4. Granting opportunities to develop noncommercial republic sector, using achievements of information technologies through connection of noncommercial organizations, active citizens to the dial-up Internet usage;
  5. Monitoring on problems of public movement development with the help of Internet; republic legislation analysis in the field of noncommercial organizations’ development, estimating level of noncommercial organizations interaction with bodies of state authority;
  6. Information and technical assistance to " Kazan Civic networking " users services work;
  7. Interaction with Mass-Media;
  8. Realizing educational courses, seminars to improve the total level of organizations - project’s participants activity;
  9. Assistance in creating project’s participants Web-sites
  10. Providing to a wide audience:
    • news about organizations and private persons activity participating in the project;
    • mass media monitoring results on freedom of speech problems and civil sector development in the Tatarstan Republic;
    • information, given by noncommercial organizations (NCO): about NCO activity, problems, results and achievements, actions and measures, announcements of actions and measures, NCO appeals and statements, concerning all spheres of activity;
    • placing local news, databases (NCO database, legislative database), information on significant culture, science, NCO events, inquiry and news information on the Republic of Tatarstan, Kazan, geography, population, culture, science, economy, public health services, civil initiatives;
    • publishing the methodical literature with recommendations for public organizations work; on realizing their projects and initiatives, NCO develop various methodical manuals and literature;
    • reports on noncommercial and commercial organizations activity in the Republic of Tatarstan and other national Republics of the Russian Federation. According to the conditions of cooperation contract, each organization – project’s participant - should place on site not less than one publication per week;
    • publication of analytical materials, concerning the civil sector and conditions of regional legislation in the Civil Network;
6. Accomplishments during report period:
  1. Meetings and communications pertaining to output:
  1. The Board of Directors has determined perspectives of Kazan civic networking project development in 2001
  2. There was organized a meeting with Mr. Declan Marfy, consultant in the Foundation “Bredly”, lighted out the most interesting work with public organizations, presented the project “Kazan civic networking”, planned the conference “Civic and public initiatives in Russia”.
  3. Together with Public Charitable Foundation “Arc”, Foundation “Bredly” there was carried out the conference “Civic and public initiatives in Russia” (the 4-7th of February), where 15 Russian and foreign organizations have taken part.
  4. A meeting, devoted to possibility to collaborate in the framework of Kazan civic network, with Kazan organizations: children architect and designer school “Dashka”, cultural and educational center in honor of victims Vera, Nadejda, Lubov and their Mother Sophia, women’s crisis center “Fatima”, - has been carried out.
  5. There was organized a meeting between children from Public Charitable Fund “Arc” and Alexandre V. Malov, Kazan Zoo director advisor. An excursion over the Zoo and a talk about saving animals’ world, using interesting illustrations, has been carried out for children. There were discussed questions, concerning development and introduction of ecology programs.
  6. Meeting at State Council (with Mr. Vagizov, Khakimov, Kniazkin participation), devoted to president elections in the Tatarstan Republic the 25th of March, 2001.
  1. Activities in Kazan or other locations pertaining to output:
Technical group work results:
    1.1. Work to organize interactive communication system “Kazan civic networking”:
    1.1.1. For the first quarter of 2001 13 new users got an access to interactive informational system,
    1.1.2. Kazan civic networking web-site control and informational redaction is realized,
    1.1.3. Administrators work to control web-site users activity is carried out,
    1.1.4. For the last financial period there were provided 61 hb of server services,
    1.1.5. 37 informational articles were published,
    1.1.6. 10% site auditory increase witnesses growing interest for the web-site work In March,
    1.2. Usual work for round-the-clock assistance to “Kazan civic networking program” participants is realized.
    1.3. A client web-site for Kazan Zoo has been installed (http://cnk.kai.ru/friends/zoo/), an active assistance to control clients’ web-sites is rendered.
    1.4. Dial-up users of “Kazan civic networking” have been provided by 176 Internet hours, public access centers have used 412 Internet hours.
Humanitarian Maintenance Group Work Results:
    1. An assistance in searching Mr. A.V. Malov, Kazan specialist on pole bears has been rendered to Mrs. Gail E. Hedberg  Exotic Animal Management, Senior Veterinary Technician San Francisco Zoo.
    2. Work to popularize public organizations activity, to support informational interaction between organizations-project’s participants, is carried out.
    3. An active part had been taken in pre-election campaign before the Tatarstan Republic President elections of the 25th of March, in 2001.
    4. Part in carrying out an international conference “Civic and public initiatives in Russia” (the 4th – 7th of February, in 2001), has been taken.

    1. Work to realize ecological programs in the framework of “Kazan civic networking” project and Kazan Zoo has been begun.
c) Progress towards achieving purpose and objectives: The main event of the latter period was president elections in the Tatarstan Republic. We took an active part in this direction. The main goal was to increase civic self-consciousness and activity during elections. According to the results, our efforts were not vain. As it was mentioned above, interest taken in web-site work has grew up. Work to distribute information on public organizations activity, including mass-media participation, has been carried out. Technical support services work in usual terms, that is the work to control web-site is continued, round-the-clock services to assist Internet users, administration and public access center work as usual. Training activity is realized in public access centers (in the first quarter of 2001 there was carried out a study at KSTU, 14 ones at Sophia Church, and a study at hospital No13), that is conductive to improve the quality of training. Children Christmas and New Year competitions were carried out together with Public Charitable Fund “Arc”. It is continued an active participation in legislative process trough The Committee for Human Rights Protection, work to assert citizens’ rights is realized.

Public organizations – project’s participants use dial-up access to Internet, place information on web-site. International conference, which showed interest and assistance of American colleagues in direction of civic initiatives’ development. New line of project is developed: ecological program and projects together with specialists of Kazan Zoo.

d) Issues and problems:

Achievements:

  1. Tatarstan Republic President elections
  2. Computer and Internet work studies remain actual and interesting for population. There are important first of all for children. Training activity is realized in public access centers at Sophia Church, at hospital No 13, at Tupolev Kazan State Technical University.
  3. Work to develop new important direction - ecological projects has been begun
  4. There are problems, connected with financing our program realization, it has resulted in loosing high qualified specialists.
  e) Training activities and number of individuals trained:
  1. New Year and Christmas children concerts were carried out at Kazan department of Young Scouts Committee together with Public Charitable Fund “Arc”.
  2. Regular studies for children at Sophia Church public access center were organized, 14 studies were carried out for this financial period.
  3. A study for all interested in working in Internet was carried out at public access center at the Hospital No 13, 4 persons were present.
  4. Studies, concerning Internet information publishing for everybody interested, was carried out by Oleg Krassilnikov at the Kazan State Technical University public access center. 14 person took part in the training.
