b) activities in Voronezh or other locations pertaining to output (description, diagrams for technical issues) : The following activities were carried out by the project officers in order to assist project development:
  • Daily project management activities were performed.
  • Technical and operational support was provided to PAPs and organizations, connected to civnet.
  • Project officers provided technical help and regular consultations to the project participants and organizations, connected to civnet, on networking administration and equipment maintenance.
  • A new public access point was opened on the basis of Regional Juvenile School of Adaptive Special Physical Education of Invalids.
  • Project officers performed technical servicing and administration of the Main Public Access Point and maintained the entire complex of services based on it, including the sub-project "Web - workshop", full-time advisory service, and Internet – class with ten workstations connected to the Internet.
  • Continuation of work on formation and support of the server " Voronezh Civic Network " (http://vcn.vorstu.ac.ru).
  • The following sections were updated regularly: "Regional News", "Regional Media Publications", "News of Public Life ", "The Bulletin Board".
  • The entire section “About the Project” was re-arranged and updated. We introduced a new subsection “Project Log” aimed at providing coverage of our everyday activities on the project. The introduction of the Project Log appeared to be a very useful initiate.
  • The new section “Voronezh Impressions of America” has been recently published. This new section contains essays about life in the USA written by some Voronezh citizens who are now residing there.
  • We prepared and published a material about a local writer association “Warrior Union”.
  • We added a new large subsection about Voronezh National Park to the section “Welcome to Voronezh”.
  • We released five new personal pages. Among them there are pages of Voronezh poets, artists, musicians and publicists. Old pages were maintained and updated.
  • We also designed and published new pages about a number of Voronezh organizations, including: Association of non-profit organizations “Sodruzhestvo”; Voronezh Regional Art Museum Named After Kramskoy (section “Culture”); medical equipment manufactures: NPO “Krylia” and AOZT “Serdolik”.
  • The exchange of banners was carried out (“Russian Internet Resources”, section Russian Regions).
  • Voronezh Civnet continued to work with the editorial office of Voronezh State Television and Radio Company. Six radio programs, describing activities of the project, have been prepared by the project officers together with the editorial officers of the Voronezh State TV and Radio Company.
The most acute environmental problems were discussed in the programs.Informational support was also provided for charitable initiatives.
  • An agreement on cooperation was signed with the Municipal Institution “Youth and Adolescents” and technical and administrative works, aimed at opening a new PAP on the basis of this organization, are now in full progress Civnet’s Internet Public Access Points in Voronezh.
  • We discussed the technical improvements and further possibilities of the library PAP performance improvement as our friends from the Regional Juvenile Library have completed preparatory works for allocating and lining of the allocated channel.
  • Great amount of work was carried out on expanding our contacts with various organizations and individuals, interested in the project.
    • (10/ 03/2000) A project coordinator Lubov’ Grigorieva made a report under the title of “Cooperation with international projects” on the Third International Education Fair in Voronezh
    • (10/06/2000) Project officers organized a conference for the Civnet users, at which further plans, prospects of the project development, and organizational issues were discussed
    • (10/20/2000) One of the project officers presented a paper under the title “Advantages of Applying the Internet in the Non-book Library Departments” at the Voronezh Regional Advanced Librarian Training Courses.
    • (12/19/2000) Project officers have taken active part in the municipal fair of youth organizations.
c) progress towards achieving purpose and objectives :
  • Formation and management of the civic network technical infrastructure;
  • Establishment of interaction with organizations interested in the project;
  • Arrangement of a number of well-functioning public access points;
  • Formation and further development of the Voronezh Civic Network;
  • The following tasks have been practically completed: extension of access of Voronezh citizens to resources of global network; granting to Voronezh non-profit organizations an opportunity to publish materials; providing assistance to local communities in design of their own web publications; information support to existing and newly-formed non-profit organizations in their activities.
  • Organization of training courses for Voronezh civnet users.
  • Establishment of cooperation with representatives of non-electronic means of mass media on a regular basis;
  • Establishment of correspondence between Civnet users in Voronezh and citizens of Israel, initiated by the Civnet, became very active. The interactive web page that houses this correspondence attracts a lot of attention.
d) issues and problems :
  • Absence of technical means necessary to connect Civnet’s public access points to the Main Public Access Point (OCTAL CABLE KIT).
  • Absence of necessary technical equipment prevents many public institutions from opening PAPs on their own basis.
e) training activities and number of individuals trained:
  • Forty six persons have received training in “Basic Internet navigation skills” during the report period. Training sessions were carried out in accordance with the schedule. We did two training cycles for two groups of approximately 14 -16 persons every month.
  • An additional training session for members of association of NGOs “Sodruzhestvo” (9 people) was organized.
  • On the basis of the Main PAP facility, we organized classes for school students of 7-11 grades. The overall number of students in all groups is 40. The classes are conducted throughout the whole academic year. Subjects of classes are "Fundamentals of vector graphics", “Corel Draw, "Fundamentals of image graphics", “Adobe Photoshop”, "Fundamentals of HTML".

    • Scheduled training: October - 6 men; 12 women; November - 5 men; 11 women; December - 7 men; 9 women
    • Classes for school students: 15 –boys: 25 –girls
    • Additional training session for association of NGOs “Sodruzhestvo”: 4 - men; 5- women

    • (10/06/2000) Conference for the Civnet users 20 –men; 28 –women
    • (10/20/2000) Voronezh Regional Advanced Librarian Training Courses.25 - women
7. Activities to be conducted during the next quarterly report period (summary only).
  • Continuation of cooperation with mass media for the purpose of establishing new contacts and maintaining the already established contacts with various public institutions, organizations and individuals, interested in the project.
  • Arrangement of seminars, conferences, discussions, and meetings aimed at communicating the project activities to the public.
  • Providing support to the civic network technical infrastructure.
  • Opening new public access points.
  • Administration and maintenance of the Main PAP facility.
  • Regular collection of the information for updating resources on the Voronezh Civic Network. Administration of the web-server "Voronezh Civic Network" (information update and technical maintenance).
  • Providing consultations and methodological support to local communities on networking. Arrangement of training sessions.
  • Arrangement and direction of interactive discussions on most crucial problems of our city and region, and most interesting aspects of the city life on the server "Voronezh Civic Network".
  • Attracting new grants for further VCN development.
