The project officers carried out the following activities in order to ensure the project's development:

  • Daily project management activities along with great amount of work on expanding contacts with various organizations and individuals, interested in the project.
  • Constant maintenance of interaction with all participants of the project
  • Monthly seminars for the project participants and officers, discussing project administration issues and plans for futures work.
  • The agreement was reached with Voronezh State Television/Radio Company to make a series of regular radio programs communicating the project activities to the public. Three radio programs have been made during the report period.
  • The following preparatory works for opening of the public access point at the Regional Juvenile Library were carried out: installation of an access server, installation of networking tools, organization of a local network in the library, calibration of modems.
  • On 14th of April the presentation of the public access point at the library was carried out. The wide coverage of this event in media has been provided by the project officers. On 26th of May the project officers held an "Open lesson" at the Internet - class at the Regional Juvenile Library. In accordance with the librarians' recommendations, the project officers organized the advisory service in business hours of the public access point, functioning at the Regional Juvenile Library.
  • Technical maintenance and administration of the Central Public Access Point and the entire set of services based on it, including: the sub-project "Web - workshop", full-time advisory service, and Internet - class with ten workstations connected to the Internet.
  • Continuation of work on formation and support of the server " Voronezh Civic Network " (http://vcn.vorstu.ac.ru). The following sections were updated daily: "Regional News", "Regional Media Publications", "News of Public Life ", "The Bulletin Board". A new section, "Civic sector" was introduced. The map of the server was designed and the "Guest book " began functioning. The server was registered in two more catalogs: HI (http://www.hi.ru) and @RUS (http://www.atrus.ru). We put together announcements of interactive discussions on most crucial problems of our city and region, and most interesting aspects of our city life ("Interactive page" - http://vcn.vorstu.ac.ru/win/interact). Six new personal pages were designed and published, and old ones were maintained and updated.
  • The preparatory works for connecting of the Central Public Access Point to the main digital channel were carried out. Two physical lines were installed for this purpose on the segment, connecting Voronezh Intertown Telephone/Telegraph Station and the Territorial Unit of System Channels "Rosstelecom". Besides connecting, additional software for work in digital channel was installed and customized. The preparatory technical work for inserting of a digital flow to the multiplexer "Rosstelecom" in Voronezh and Moscow was fulfilled.
  • The preparatory works for connecting users to the Central Public Access Point were completed. Four non profit organizations were connected to the Central Public Access Point by allocated channels of communication.
  • The preparatory works for allocating and lining of the non-switchable channel to the office building of the Regional Foundation "Mass Media Defense Center", Central Black Soil Region of Russia were completed. There, the public access point for the Black Soil Region mass media will be arranged.
  • The project officers, responsible for maintenance of hardware and software, rendered technical help and regular consultations to the project participants and organizations, connected to the civic network, on administration and maintenance of the network.
c. progress towards achieving purpose and objectives :
  • Establishment of interaction with organizations interested in the project;
  • Formation and management of the civic network technical infrastructure;
  • Connection of the Civic Network to main digital channel;
  • Arrangement of a number of well-functioning public access points;
  • Formation and further development of the Voronezh Civic Network;
  • The following tasks have been practically completed: extension of access of Voronezh citizens to resources of global network; granting to Voronezh non profit organizations an opportunity to publish materials; providing assistance to local communities in design of their own web publications; information support to existing and newly-formed non profit organizations in their activities; providing access to information resources to low-paid and unemployed persons.
  • Establishment of cooperation with offices of non-electronic means of mass media on a regular basis;
d. issues and problems :
  • Dramatic raise in the number of visitors of the Central Public Access Point Facility clearly revealed the necessity of funding for purchase of more workstations and Internet class computer upgrade.
  • Absence of technical means necessary to connect the public access points to the Central Public Access Point (OCTAL CABLE KIT).
e. training activities and number of individuals trained:
  • Training sessions were carried out in accordance with the schedule. We did two training cycles for two groups of approximately 30-32 persons every month. Eighty nine persons have received training during the report period. All training sessions were followed by seminars aimed to discuss with each group the new possibilities, presented to the community within the framework of the project.
  • The additional training session for a group, consisting of 10 children, from Regional Juvenile School of Adaptive Special Physical Education of the Invalids was organized.
  • In accordance with our visitors' recommendations, we designed and published a number of instruction brochures, including: a terminological dictionary, an instruction manual on how to work with browsers, and methodical recommendations on information search, its storage, processing and use.

7. Activities to be conducted during the next quarterly report period (summary only).
  • Continuation of cooperation with mass media for the purpose of establishing new contacts and maintain the already established contacts with various public institutions, organizations and individuals, interested in the project.
  • Arrangement of seminars, conferences, discussions, and meetings communicating the project activities to the public.
  • Providing support to the civic network technical infrastructure.
  • Opening of new public access points.
  • Administration and maintenance of the Central Public Access Point.
  • Administration of the web-server "Voronezh Civic Network" (information update and technical maintenance).
  • Regular collection of the information for updating resources of the Voronezh Civic Network.
  • Providing consultations and methodological support to local communities on networking.
  • Arrangement of training sessions.
  • Arrangement and direction of interactive discussions on most crucial problems of our city and region, and most interesting aspects of the city life on the server "Voronezh Civic Network".
