1. The Presentation of the project was organized where representatives from 22 organizations were present.


2. The wide advertising of the project was carried out. The information about the project was distributed through the local press and the television/radio programs.
The essence of the project and the first steps of its development were reported at the following seminars and conferences:
  • February 7-11, 2000 - the seminar " Quality Election Reporting", organized by the Òhomson's Foundation for the 12 representatives of the regional MASS-MEDIA
  • on February 17, 2000 - the legal training seminar "Law and MASS-MEDIA: managing legal safety for the journalists ", where the journalists from Lipetsk, Belgorod, Ryazan and Voronezh regions were present
  • February 23-25, 2000 - the First regional forum of the young journalists "The Journalist of the ÕÕI century " in Kursk where representatives of mass media from the 7 Black Soil regions took part
  • February 25, 2000 - the seminar of the grants distributing projects accountants, organized by the experts of the southern branch of the Eurasia Foundation
  • March 28, 2000 - the training seminar on rules of access to the information in courts organized by the Regional Foundation "Mass Media Defense Center", Central Black Soil Region of Russia together with the representatives of the Helsinki Human Rights Fund.
  • February 24-25,2000 - the scientific - methodical conference " New Educational Technologies: Global Networks Resources Using " which was held at the Central Public Access Point.
3. The monthly seminars for the participants and the executors of the project were organized where the organizational questions and the work plan for the next month were discussed.

4. Questionnaires among the civil network users were distributed and that allowed to reveal both the strength of public interest and the preferences of the organizations in work with global information resources, and the level of the users' "computer skills". The subject matter of the materials and the sections of regional information resources, that the participants of the project would like to produce and to see on the server " Voronezh Civil Network ", was also revealed with the help of the questionnaires.

5. The preliminary meetings were organized and the arrangements for granting
the information about existing public organizations and associations, political parties, religious and national communities and their activities, the state of health of the population and the ecological situation in the region, various aspects of school and pre-school education, and regional culture and science supporting foundations were worked out.
At these meetings, the purposes and objectives of the project were reported and the WWW-server of the Voronezh Civil Network was demonstrated.

6. The equipment was received and set, and all necessary programme products were installed.

7. The Central Public Access Point was opened. All quarter, both technical and administrative support of the Central Public Access Point was provided.

8. During quarter on the basis of Central Public Access Point we provided the work of Web-studio.

9. The project full-time advisory services consulting on different aspects of work in Internet were active all quarter at the Central Public Access Point.

10. During quarter the collection and preparation of materials for server "Voronezh Civil Network " (vcn.vorstu.ac.ru) was fulfilled.

11. The conference "The 100 Days of the Voronezh Civil Network: Results and Prospects" was convened on the 28-th of March at the Central Public Access Point. The participants of the conference noted that the first results of the project "Voronezh Civil Network" fully correspond with the purposes and objectives of the project. The participants of the conference presented a number of useful proposals, concerning the future prospects of the Voronezh Civil Network.

12. Preparatory works on opening of the public access points according to the project in Regional Juveniles Library and Regional Foundation "Mass Media Defense Center", Central Black Soil Region of Russia were conducted.

c. progress towards achieving purpose and objectives :

1. The functioning of Central Public Access Point.
The Central Public Access Point provides an access to Internet, personal mail box, the ability of the network publications, experts consultations and training.
The users can work at 10 workstations. The number of the registered users within the framework of the project by the end of March came to 50 men, the number of visitings is equal to 310.

2. Forming of "Voronezh Civil Network " server

  • The work on forming of "Voronezh Civil Network " server was carried out.
  • The trade mark and general design style were developed. The structure of the server, the contents of its sections according to the wishes of the civil network users were developed.
  • The server has been registered with three search systems: (Rambler, Aport, List.ru).
  • The information support of the server was provided too. During quarter the collection and preparation of materials for server "Voronezh Civil Network" (vcn.vorstu.ac.ru) was fulfilled. The following sections were complemented:

d. issues and problems :

1. Discussion of the results of the project at the conference "The 100 Days of the Voronezh Civil Network: Results and Prospects " have shown, that it is necessary to continue developing the project advertising campaign as there is a great amount of both individuals and organizations potentially interested in joining the civil network. In this connection, it was decided to expand ties with press and telebroadcasting companies and to carry out an advertising campaings focusing on different aspects of the program.

2. The experimental course showed teaching to be rather a complicated task as skills in using a computer vary greatly from one student to another. So it was decided that in future while forming new training groups a clear differentiation should be made between the students according to their individual levels of the "computer skills". It was also recommended that the theoretical course for the beginners be extended and that during the practical course the users' individual information preferences be considered too. In accordance with the users' wishes a terminological dictionary, an instruction manual on how to work with browsers, and methodical recommendations on information search in Internet, its storage, processing and using will be compiled. The civil network users expressed genuine gratitude to the tutors for their patient and understanding treatment of the trainees.

3. Problems with connection of public access points:

  • Regional Foundation "Mass Media Defense Center", Central Black Soil Region of Russia, one of the project public access points, is having difficulties with registrating documents on receiving of the allocated channel of communication.
  • Absence of technical means necessary for connecting the public access points to the Central Public Access Point (OCTAL CABLE KIT).
e. training activities and number of individuals trained:

The tutors have created a number of training programs aimed to achieve a variety of purposes addressing leaners of various levels.
During the quarter period, training for 6 groups, consisting of 88 persons were held (30 inJanuary, 32 in February, 26 in March). After training there were held additional workshops for discussion of abilities given to civil society within the framework of the existing project. The program of training and educational organization forms were reconsidered according to the requests of the first cycle's trainees (January) remarks and recommendations.

  • Developing the project advertising campaign focusing on different aspects of the program.

  • Expanding ties with various public stuctures, organizations and individuals, interested in joining the project.

  • Carrying out seminars, conferences, round table discussions contributing to the realization of the goals and objectives of the project.
  • Organization of regular data reception and display of selected information items on the server " Voronezh Civic Network ".
