April - June of 2000

Samara State Technical University (further SSTU) is a member of the consortium.
Historical-eco-cultural Association "Povolzje"(further HecA) is a member of the consortium.
Samara Regional Administration is a member of the consortium.
Samara State University (further SSU) is a member of the consortium.
Russian Engineering Academy, Middle Volga Branch is a member of the consortium.
Samara City Administration, International Department is a member of the consortium
Samara Municipal Nayanova University is a member of the consortium.
The Federation of children's organizations of Samara area is SCN user, it develops resources for youth and children's Non-Goverment Organizations (NGOs) at SCN server.
The Samara lawyers club is SCN user, it develops materials for a legal consulting service for NGOs at SCN server.;
Charitable fund "Fund of Toglyatty" - partner of HECA "Povolzje" (Program of support NGOs of Samara area), provides attraction of Toglyatty's NGOs to development of SCN.
The club of the leaders of NGOs of Samara region provides attractionof Samara's NGOs  to development of SCN
The Open society Institute plans the organization of the microgrants contests for the involving of the users to SCN.

Board of Directors consists of the representatives of the cosortuim members.
The following committees are created in the "Samara Civic Network" Board of Directors:

5. Purposes and objectives of project
Development of Samara Civic Network

6. Accomplishments during report period :

Á) meetings and communications pertaining to output (with full address):

  • With representative of US State Department (Management Systems International - MSI) David A. Cohen (Senior Associate), he was informed about the consortium SCN activity and about the project "Russuan Civic Network".
  • The trust "Know How" (Great Britain) representative Martin Harris and Annie Feltham were informed about the consortium SCN activity and about the project "Russuan Civic Network
  • In the framework of project the agreement was signed with Open Society Institute and Eurasia Foundation about the SCN participation in the project "The virtual mirror of the third sector of Russia". S. A. Agapov took part in the meeting devoted to this project on 22 April, 2000. The cunsultaions were carried out on the Internet media development with the editorial staff of lenta.ru, ytro.ru, gazeta.ru, vesti.ru
  • The problem of the optical wire installation and the connection of the SCN to the optical wire was discussed with I. V. Borodulin - the representative of the "Samtelecom" Ltd.
  • And the same problem was discussed with the director of the Samara-Internet.


b) Activities in Samara or other locations pertaining to output (description, diagrams for technical issues):

The following managment activities have been realised:

  • Permanent contacts were keeping between all project participants and with foundation "Friends and partners".
  • Current management of the technical and humanitarian parts of the project was curried out.
  • Controlling of the right using of obtained funds and equipment in accordance with project purposes was curried out.
  • Work for selection and connecting of NGO was accomplished.
In the framework of technical part of the project "Samara Civic Networks" the following work was carried out during report period:
  • The mirror of the information resource "The Nations of Russia in Samara region" was renewed at the SCN server, the number of the visitors achieved the 5945 (1999 - six months of 2000) http://www.civnet.samara.ru/infcent/mirror/proekt/index.htm
  • The new site with the chat "Internet magazine "Ethnic Environment of the multinational region"" http://www.civnet.samara.ru/infcent/mirror/proekt/journal/index.htm
  • New structure and design of the section "Information agency of the third sectors of the Samara region" was developed and completed.
  • Structure and design of the site "Information agency of non-profit sector" was developed and completed.
  • Structure and design of the site "Non-profit organisations of the Samara region" was developed and completed in the frameworks of the information resource "Information agency of non-profit sector".
  • The material collecting for the home pages of the NPO was carried out (21 organisations).
  • The new section of the "Russia nations" "German" was started and developed
  • The new articles were prepared for the Internet magazine "Ethnic Environment of the multinational region".
  • The material collecting, the texts preparation and design development were accomplished for the site "Guidebook for forced migrants" (15 printed pages or 320 standard pages).
  • The support was providing for all existing resources
  • An open public class was working on a base of Samara State Technical University daily from 4-00 p.m till 8 p.m. . Staff supported the normal work, carried out the consultations on current questions about Internet Network.
  • The mailing list was functioning for SCN users.
  • Access nod of civic network was operating in full working regime through the commutating lines.
  • 8 nonprofit organization and 2 private persons were connected to nod through the commutating lines. The general number of users achieved 35 NPO. The whole time spent by users in the Internet was about 3000 hours.
  • During report period the current exploitation of the equipment and software was supported, stable network functioning and debugging was provided. Technical staff provided the current support of remote access nod, Internet connections, Web-server, e-mail service.
  • In the second quarter the work of volunteers involving was continued for HecA "Povolzje" projects. The volunteer from SSACA started with the work on the information database creation for the Society of wheelchair disabled people "Desnitsa"
  • The work towards the development of IDB for Samara Regional Federation of Children's Organisations and training on computer work were started.
  • 5 volunteers worked in HecA "Povolzje" on the IDB and information resource creation for SCN and supported the work of the open class.
c) Progress towards achieving purpose and objectives:
  • in general the results of the project accomplishment can be considered as successful. The most of objectives and tasks formulated in the beginning of the project are successfully completed. Samara Civic network does make its endowment into the development of the third sector.
  • The technical infrastructure and informational space of the network functionates well.
  • The active process of the NPO connection is carried out through the commuting telephone lines. The expertise is accumulated on the interconnection with users. The resources prepared jointly with users are published at server. The technical support service was organised.
  • Web server has been created and works well for civicl network. A number on information resources published on the sever were prepared in the framework of the project. Those resources can be interesting both for civil network users and for all Internet users. The information about third sector, about history, culture, ethnography of the region is published at the server.
  • Now SCN server is the largest resource of the Samara region.
  • The training course was carried out for the Society of wheelchair disabled "Desnitsa" in its building. 6 sessions were carried out each consisted of 3 hours
  • Users graduated from the training courses now are actively creating their own resources with the describing of non profit organisations activity.
d. Issues and problems:
  • Two open public classes and several access points on the base of non-profit organisations are working for network users . Staff supported the normal work, carried out the consultations on current questions about Internet Network.
  • SCN Internet connection is provided. The interaction with the regional non-profit Internet providers is supported.
  • The reserve block of the telephone numbers is operating successfully for access of users with independent Internet connection.
e. Training activities and number of individuals trained:
  • In second quarter two training courses were continued for leaders, staff and members of NPO "General computer competence" and "Internet from zero" (every course of 12 hours).
  • In second quarter the representative of 6 organisations were studied in training courses (15 persons, 5 men and 10 women).
  • The training course was carried out for the Society of wheelchair disabled organization "Desnitsa" in its building. 6 sessions were carried out each of 3 hours (8 persons, 1 man and 7 women).
  • The technical staff of SCN made 135 individual internal consultations on network operation during report period for connected users, among them 8 - with visit of new users, 37 e-mail consultations, 51 phone ones.
  • 64 services were provided on the base of HecA "Povolzje" (registered) on the computer techniques lending, Internet access etc. (about 120 hours). In May-June the following users were studied in the base of HecA "Povolzje": volunteers, students of SACA and Samara computer college (7 persons, 7 women) 40 days 4 hours daily (160 h).
f. Number of men and number of women participating in specific activities:
  • 64 services were provided on the base of HecA "Povolzje" (registered) on the computer techniques lending, Internet access etc. (about 120 hours). In May-June the following users were studied in the base of HecA "Povolzje": volunteers, students of SACA and Samara computer college (7 persons, 7 women) 40 days 4 hours daily (160 h).


7. Activities to be conducted during the next quarterly report period).

  • Continuing the work with non-profit organisation, selection of the organisation ready to participate in project actively.
  • Continuing the contacts with city and region administrations, establishing the interaction mechanism between authorities and civic network.
  • Getting the city phone numbers, connecting them to remote access server for extending SCN segment.
  • Continuing connecting of non-profit organisations through commuting line and probably through dedicated ones, providing them with e-mails addresses and the cyberspace for home pages.
  • Training and consultations for non-profit organisation on computer technologies, Internet service, in particular, on e-mail and World Wide Web. Consultation on creation and design of homepages for non-profit organisations.
  • Publishing at SCN server the information materials prepared by non-profit organisations - SCN users.
  • Attracting new grants for further SCN development.
  • Creation of the automated course about Internet using for local community users.
