Samara State Technical University (further SSTU) responds for general management of the project and execution of a technical part of the project;.
Historical-eco-cultural Association "Povolzje"(further HecA) responds for execution of a humanitarian part of the project.
Samara Regional Administration is member of the consortium.
Samara State University (further SSU) is member of the consortium.
Russian Engineering Academy, Middle Volga Branch is member of the consortium.
Samara City Administration, International Department is member of the consortium
Samara Municipal Nayanova University is member of the consortium.
The Federation of children's organizations of Samara area is SCN user, it develops resources for youth and children's Non-Goverment Organizations (NGOs) at SCN server.
The Samara lawyers club is SCN user, it develops materials for a legal consulting service for NGOs at SCN server.
Charitable fund "Fund of Toglyatty" - partner of HECA "Povolzje" (Program of support NGOs of Samara area), provides attraction for NGOs in Toglyatty to development SCN.
The club of the leaders of NGOs of Samara region provides attraction for NGOs of Samara to development SCN
Council of Directors consists of the representatives of members of Concortiuym.
In scope of Council of Directors of SCN the following committees are created.

5. Purpose and objectives of project
Development of Samara Civic Network

6. Accomplishments during report period :
a. meetings and communications pertaining to output (with full address):

  • Seryh L. A. - coordinator of the program "Internet" of Open Society Institute and University Internet Center(UIC) of Samara State University - discussion on joint project of HecA and UIC of Samara State University - creation of the Internet presentation "Third sector of the Samara region".
  • Pole Henshow - director of the program "Harmony" for Samara region.
  • Samanta Jeyts - representative of CAF (Great Britain) for Samara region, information about SCN project development and its role for the third sector of the Samara region.
  • Vadim Thelin - OSCE mission for supervision of election in Russia. Using of the access class of HecA for operative connection and monitoring of the president election in Russia
b. activities in Samara or other locations pertaining to output (description, diagrams for technical issues) :

Following managerial activities have been realized:

  • Permanent contacts were keeping between all project participants and with foundation "Friends and partners".
  • Current management of the technical and humanitarian parts of the project was curried out.
  • Controlling of the right using of obtained funds and equipment in accordance with project purposes was curried out.
  • Work for selection and connection of NGO was accomplished.


In scope of technical part of the project "Samara Civic Networking" the following work was carried out during report period:

  • Official opening of new Internet-access class on the base of HECA "Povolzje" ( Leninskaya str. 137) was performed. Internet Access is provided from 6 additional computers. Access in the class is realized for NGO of the city and area from 9.00 till 22.00, workdays.
  • Open access classes were working on a base of Samara State Technical University and HecA. Class has 10 sites. Staff supported its normal work, carried out the consultations on current questions about Internet Network.
  • School "Computer technologies for the nonprofit sector" started work from 11 January, with two courses is conducted within the framework of the school - "Basic computer skills" and "Internet from zero". Courses last for 12 hours of education. Lectures are conducted with groups of 6 students. Text materials were designed for scholastic, which given to students. Education of 9 groups was completed (56 persons, from them 39 women) from 39 nonprofit organizations of Samara region.
  • Development of the information resource "Budget of the Samara Region" for the program "Democratic Legislation" was completed in partnership with Lawyer's Union for World Security USA http://www.civnet.samara.ru/~povolzje/budget.
  • Work was continued on the development of information resources "Nations of Russia on the territory an Samara region", " Samara region. Etnos And culture", "Religious card of Samara region", "Calendar of ethnic, ethno-religious and civil holidays of Russia". Development of the new area was completed - "Ethnical environment of multinational region".
  • New structure and design of the section "Information agency of the third sectors of the Samara region" was developed.
  • Structure and design of the site "Library for NGO" were developed
  • Standard web page for NGO was developed.
  • Web pages of two NGOs were prepared for placing on SCN server with help of volunteers (SSU students).
  • 5 homepages of SCN users were created.
  • Internet channel between Samara and Moscow for non-commercial users was doubled as a result of negotiations (from. 256 to 512 Kb/s).
  • Server was installed with the local mirrors of popular information resources:
  • Mail-list for SCN users successfully worked during report period.
  • Access node of civic network was operating in full working regime through the phone lines.
  • 5 new nonprofit organization and 4 new individual users were connected to the civic network through phone lines.
  • During report period the current exploitation of the equipment and software was supported, stable network functioning and debugging was provided. Technical staff provided the current support of remote access node, Internet connections, Web-server, e-mail service.
c. progress towards achieving purpose and objectives :
  • In general the current results of the project work can be considered as a successful. Today the most of objectives and purposes settled at the start of the project are completed well. Samara civil network makes its contribution to the third sector development just now.
  • Technical network infrastructure and information space work successfully.
  • Connection of non-profit users to the civil network is actively currying out through the telephone lines. Experience of interaction with users was accumulated, and resources placing stared developed jointly with them. Technical support service has been organised.
  • Web server has been created and works well for civil network. A number on information resources placed on the server were prepared in the scope of the project. Those resources can be interesting both for civil network users and for all Internet users. The information about third sector, about history, culture, ethnography of the region is placed at the server.
  • Now SCN server is one of the largest information resources of the Samara region. One of its section -"Russia nations at the Samara region" wined the first place among educational and cultural resource of Samara region in 1999 regional Web-sites contest.
  • Users having studied at the training courses create their own resources as hypertext documents describing the activities of their non-profit organisation.
d. issues and problems :
  • Two classes of open Internet access and separate access points in non-profit organisation are working for SCN users. Consultations on current Internet work are organised in class.
  • Connection of Samara civic network to Internet was carrying out. The interaction with regional non-profit providers is supported.
  • The reserve pool of phone numbers for SCN access was created with independent connection to Internet.
  • Size of dialup access using of SCN exceeds 1000 hours per month and grows permanently. Average access size for one user is 35-40 hours per month i. e. it grows too comparing with the beginning of network function. It means that users' skills become apparent.
e. training activities and number of individuals trained:
  • Technical staff of SCN made 108 individual consultations on network operation during report period for connected users, among them 14 - with visit of new users, 43 e-mail consultations, 51 phone ones..
  • In December of 1999 the conception was developed and necessary visual aids and working materials were prepared for "Computer technologies for the nonprofit sector". Two training courses each of 12 hours were developed: "Basic computer skills" and "Internet from zero". The school started to work on 11th of January on the base of HecA open access class.
  • On the base of open class of HecA , 40 consultations and services were made for NGO members and others on Internet (72.4 hours), 63 consultations and services on e-mail, 50 consultations and services on computer, scanner, printer (54,5 hours). Totally - 153 consultation and services (more than 150 hours). 105 women and 48 men were consulted and assisted. All services were provided for free.

  • During period 1st of January - 31st of March 56 NGO representatives took part in training courses, among them 39 women and 17 men.
  • 105 women and 48 men were consulted and assisted on the base of open class of HecA about using Internet, e-mail, computer, scanner, printer.
7. Activities to be conducted during the next quarterly report period).
  • Going on with nonprofit organization, selection of the organization ready to participate in project actively.
  • Continuing the contacts with city and regional administrations, establishing the interaction mechnism between authorities and civil network.
  • Getting more city phone numbers, connecting them to remote access server for extending SCN segment.
  • Continuing connecting the nonprofit organizations through phone lines and probably through leased ones, providing them with e-mails addresses.
  • Training and consultations for nonprofit organization on computer technologies, Internet services, in particular, on e-mail and World Wide Web. Consultation on creation and design of homepages for nonprofit organizations.
  • Placing on SCN server of the information materials prepared by nonprofit organizations - SCN users.
  • Attracting new grants for further SCN development.
  • Creation of the automated course about Internet using for local community users.
