5. Purpose and objectives of proposal:

Objectives:

  1. Involvement of large range of public organizations and initiative citizens in project “Kazan Civic Networking”
  2. Work on new forms of activity within the framework of “Kazan Civic Networking” project
  3. Technical project infrastructure development
  4. Quality improvement of Internet services
  5. Expansion of civil initiatives in the framework of the project
  6. Civil initiatives Information space creating
  7. Active participation in measures spent within the framework of the all-Russian project " Russian Civic Networking"
  8. Assistance in developing civil movement in the Republic of Tatarstan and initiating noncommercial organizations joint social projects, bodies of state authority and business, establishment of social partnership.
  9. Work to popularize modern information technologies in public and civil spheres.
  10. Work to develop the information maintenance in noncommercial and commercial sectors and to associate organizations for joint cooperation within the framework of the Russian Civic Networking program.
  11. Expansion of activity’s scales of noncommercial and commercial sector by means of modern information technologies.
  12. Information interaction of non commercial organizations, bodies of state authority, mass media in sphere of noncommercial and commercial sector development and civil society formation to solve jointly social, cultural, educational, information, resource, personnel, methodological and other problems of public movement.
Tasks:
  1. Work to popularize the activity of public organizations, positive and negative work experience, public initiatives, actions and measures, interaction within state structures, MASS-MEDIA and all public sectors;
  2. Assistance in creating and developing civil society institutes, in particular, in creating, strengthening, interacting and associating efforts of not governmental organizations;
  3. Work to develop service functions of centers of public access to Internet, thus creating favourable conditions for wide layers of population to the network; to popularize Internet opportunities, to report the activity of noncommercial initiatives in Internet. At present five centers of public access function;
  4. Granting opportunities to develop noncommercial republic sector, using achievements of information technologies through connection of noncommercial organizations, active citizens to the dial-up Internet usage;
  5. Monitoring on problems of public movement development with the help of Internet; republic legislation analysis in the field of noncommercial organizations’ development, estimating level of noncommercial organizations interaction with bodies of state authority;
  6. Information and technical assistance to " Kazan Civic networking " users services work;
  7. Interaction with Mass-Media;
  8. Realizing educational courses, seminars to improve the total level of organizations - project’s participants activity;
  9. Assistance in creating project’s participants Web-sites
  10. Providing to a wide audience:
    • news about organizations and private persons activity participating in the project;
    • mass media monitoring results on freedom of speech problems and civil sector development in the Tatarstan Republic;
    • information, given by noncommercial organizations (NCO): about NCO activity, problems, results and achievements, actions and measures, announcements of actions and measures, NCO appeals and statements, concerning all spheres of activity;
    • placing local news, databases (NCO database, legislative database), information on significant culture, science, NCO events, inquiry and news information on the Republic of Tatarstan, Kazan, geography, population, culture, science, economy, public health services, civil initiatives;
    • publishing the methodical literature with recommendations for public organizations work; on realizing their projects and initiatives, NCO develop various methodical manuals and literature;
    • reports on noncommercial and commercial organizations activity in the Republic of Tatarstan and other national Republics of the Russian Federation. According to the conditions of cooperation contract, each organization – project’s participant - should place on site not less than one publication per week;
    • publication of analytical materials, concerning the civil sector and conditions of regional legislation in the Civil Network;
6. Accomplishments during report period:

a) Meetings and communications pertaining to output:

  • Center of public access to Internet was open at the Kazan clinic No 13. Working time: from 14-00 till 20-00.
  • Meeting with new organizations - project’s participants – was carried out.
  • Meeting with Emilia A. Taissina, chief of Theoretical bases of communications department at the Kazan State Energy Industry University, concerning questions of students and professors participation in “Kazan civic networking” program in connection with new “Public Relations” specialty opening was carried.
  • Meeting with Kevin Bass, administrator of “Global Source Net” Company gives an opportunity to realize new project within the framework of “Kazan civic networking” program and “Educational and Culture exchange”; negotiations on developing mutual collaboration are conducted.
  • Organizations, taking part in project hold a meeting, where they tried to reveal all negative and positive moments of project activity. Organizations spoke their mind, positive in total, about the project and desired to continue the work on project next year.
  • The board of directors meeting had been hold where were totaled work results of the “Kazan Civic networking” project for 2000 and was planned the project activity for 2001.
b) Activities in Kazan or other locations pertaining to output:

Technical group work results:
1.1. Work on communications interactive system of the "Kazan Civic networking":
1.1.1. For 4th quarter, 2000, 32 new users were connected to information interactive system, "Kazan Civic networking" site information control and renewing is realized. Administrator’s work to accept new users and to control their activity is realized.

    • Protection system of the " Kazan Civic networking " was revised, in November attempt to break in was prevented
    • The tatar version of site was installed, moreover information about the Tatarstan Republic (site section “About us”) is being translated.
    • Information on wishes, claims, coming from network users is daily processed
    • Project’s participants Internet using at centers of public access was analyzed, according to the results, it is revealed that every center (there are 5 in all) provides 5 hours of Internet time daily, thus showing necessity to expand modem-pool and Internet channel.
    • Within the framework of the program the round-the-clock technical support of the Internet users is conducted
    • “Association of Education in high school” site is published (http://cnk.kai.ru/friends/3eyes/), clients are assisted in renewing their sites.
    • Work to create sites for organizations " Smiths Guild of the Tatarstan Republic" (http://cnk.kai.ru/friends/smex/) and “Vitiaz” (http://cnk.kai.ru/friends/vityaz/) is carried out
    • Work with the State Telephone Station to improve telephone communication channels is realized.
Humanitarian Maintenance Group Work Results:
    • Work to popularize the information about the project activity of "Kazan Civic network", to organize public activity is conducted.
    • Advertisement of mutual collaboration project was placed in electronic text on television“
    • Project’s participants information exchange is realized
c) Progress towards achieving purpose and objectives:
Active work to distribute the information on public organizations activity is conducted, MASS-MEDIA and Radio are involved. Technical support services function are in a usual mode: site is worked on, round-the-clock watches on Internet users support are conducted, there is administrative work and centers of public access work. Educational studies are organized at centers of public access, that is conductive to increase an efficiency of their functioning. Analysis of the legislation, concerning NCO and rights of citizens in Internet is realized. The public organizations – project’s participants use the dial-up access to Internet, place an information on their activity, news and other information on site. New center of public access to Internet at the Sofia Church is open.
d) Issues and problems:

Achievements:

  • Significant achievements of the financial time are computer educational studies, including Internet work studies. Educational program is functioning at the center of public access at the Sofia Church, clinic No 13, Kazan State Technical University.
  • Fifth center of public access was open, thus having realized over tasks planned in project.
Problems: 1. The basic problem is project’s participants frivolous attitude to obligations. e) Training activities and number of individuals trained:
    • A series of theoretical and practical educational studies on computer work facilities bases (hardware maintenance, software), basic rules of Internet work for students of the Orthodox Church Kazan seminary is carried out. The diagram, revealing the practical studies realization at the center of public access is planned. Examinations results will define the admission conditions to individual work.
    • 3 studies for 16 persons and the contest on knowledge of computing machinery, where Konstantin Usoltzev became winner, were carried out at the Sophia Church center of public access.
    • 4 consultations for 28 persons on the basis Internet work were given at the center of public access of Kazan State Technical University.
    • 2 doctors studies under the direction of Doctor Igor V. Fedorov, where 8 doctors took part, were carried out at the center of public access of Clinic No 13 of Kazan.
