5. Project Objectives and Tasks:

Objectives:

1. Kazan Civic Networking Development
2. Activity promulgation within the framework of "Kazan Civic Networking" project
3. Expansion of project's scale in the regional plan and the attraction of new project participants
4. Quality improvement of Internet services
5. Expansion of civil initiatives in the city of Kazan and in the Tatarstan Republic
6. Civil initiatives Information space creating
7. Active participation in measures spent within the framework of the all-Russian project " Russian Civic Networking"
8. Assistance in developing civil movement in the Republic of Tatarstan and initiating noncommercial organizations joint social projects, bodies of state authority and business, establishment of social partnership.
9. Work to popularize modern information technologies in public and civil spheres.
10. Work to develop the information maintenance in noncommercial and commercial sectors and to associate organizations for joint cooperation within the framework of the Russian Civic Networking program.
11. Expansion of activity's scales of noncommercial and commercial sector by means of modern information technologies.
12. Information interaction of non governmental organizations, bodies of state authority, mass media in sphere of noncommercial and commercial sector development and civil society formation to solve jointly social, cultural, educational, information, resource, personnel, methodological and other problems of public movement.

Tasks:

1. Work to popularize the activity of public organizations, positive and negative work experience, public initiatives, actions and measures, interaction within state structures, MASS-MEDIA and all public sectors;
2. Assistance in creating and developing civil society institutes, in particular, in creating, strengthening, interacting and associating efforts of not governmental organizations;
3. Work to create centers of public access to Internet, thus involving wider layers of population to the network; to popularize Internet opportunities, to report the activity of noncommercial initiatives in Internet. At present four centers of public access function;
4. Granting opportunities to develop noncommercial republic sector, using achievements of information technologies through connection of noncommercial organizations, active citizens to the dial-up Internet usage;
5. Monitoring on problems of public movement development with the help of Internet; republic legislation analysis in the field of noncommercial organizations' development, estimating level of noncommercial organizations interaction with bodies of state authority;
6. Information and technical assistance to " Kazan Civic networking " users services work;
7. Work to prepare publications in press, to realize educational courses, seminars, with the object of raising general qualifying level of organizations - project's participants;
8. Assistance in creating of project's participants Web-pages;
9. Providing to a wide audience:
 

• news about organizations and private persons activity participating in the project;
• mass media monitoring results on freedom of speech problems and civil sector development in the Republic of Tatarstan;
• information, given by noncommercial organizations (NCO): about NCO activity, problems, results and achievements, actions and measures, announcements of actions and measures, NCO appeals and statements, concerning all spheres of activity;
• opportunity to place local news, databases (NCO database, legislative database), information on significant culture, science, NCO events, inquiry and news information on the Republic of Tatarstan, Kazan, geography, population, culture, science, economy, public health services, civil initiatives;
• opportunity to publish the methodical literature with recommendations for public organizations work; on realizing their projects and initiatives, NCO develop various methodical manuals and literature;
• reports on noncommercial and commercial organizations activity in the Republic of Tatarstan and other national Republics of the Russian Federation. According to the conditions of cooperation contract, each organization - project's participant - should place on site not less than one publications per week;
• publication of analytical materials, concerning the civil sector and conditions of regional legislation in the Civil Network;

6. Financial Time Results:

a) Meetings and Contacts:

1. The post of an executive director was created with Aydar S, Hamzin in charge, responsible for the technical maintenance of the project's realization.
2. The meeting, concerning the opportunity of cooperation within the framework of the project " Kazan Civic networking", with the Republic of Tatarstan Orthodox Church Sovereign, the Father Anastassy was carried out.
3. Close contact to Tatiana G. Borissova, the chief of the Tatarstan Orthodox Church Organization of Spiritual and Moral Development of Children and Youth "Arc" is established. An active cooperation is realized and the new center of public access is open.
4. The negotiations on opening the center of public access in urban clinical hospital No 13 are conducted, the measures necessary to organize the center of public access are planned.
5. The negotiation with V. Virupayev, the newspaper editor assistant " Sam Khoziain " on publishing the newspaper information on pages of site " Kazan Civic Networking " is conducted.

b) Activity results in Kazan and other territories:

1. Technical group work results:

1.1. Work on communications interactive system of the "Kazan Civic networking":
1.1.1. New site design is realized in view of all previous mistakes,
1.1.2. Work on protection system of the " Kazan Civic networking " is conducted
1.1.3. During 3 quarters 53 new project's participants, interested in working within the framework of the " Kazan Civic Networking " program, are registered on site.
1.1.4. Information on wishes, claims, coming from network users is daily processed
1.2. New system to analyze the program's participants Internet work is developed,
1.3. Within the framework of the program the round-the-clock technical support of the Internet users is conducted
1.4. Tatarstan Orthodox Church Public Charitable Fund of Spiritual Moral Development of Children and Youth "Arc" (http://cnk.kai.ru/friends/covcheg/index.html) and the Center of new medical technologies training (http://cnk.kai.ru/friends/endosur/index.html) are assisted in creation of sites.
1.5. System of dynamic leading providers switching on the free channel is entered into operation.

2. Humanitarian Maintenance Group Work Results:

2.1. Work to popularize the information about the project activity of "Kazan Civic network", to organize public activity is conducted.
2.2. "Have no hundred roubles, and have hundred friends " is the title of article, published in the weekly urban free distribution newspaper and concerning the project's activities " Kazan Civic networking ". The invitation announcement to cooperate with noncommercial republic organizations is published.
2.3. Control is conducted and the basic line of project 's participants' information interaction is formed.
2.4. Work on legislative materials, concerning " Rights of Internet users " is conducted.

c) Objects and tasks in views performed results:

Active work to distribute the information on public organizations activity is conducted, MASS-MEDIA and Radio are involved. Technical support services function in a usual mode: site is worked on, round-the-clock watches on Internet users support are conducted, there is administrative work and centers of public access work. Educational studies are organized at centers of public access, that is conductive to increase an efficiency of their functioning. Analysis of the legislation, concerning NCO and rights of citizens in Internet is realized. The public organizations - project's participants use the dial-up access to Internet, place an information on their activity, news and other information on site. New center of public access to Internet at the Sofia Church is open.

d) Results and Problems:

Achievements:

1. One of significant achievement of the financial time is beginning of educational studies regular functioning on the basis of the center of public access at the Sofia Church. As the practice has shown, people trying to make use of Internet opportunities cannot make it effectively because of lack of knowledge.
2. Center of public access, open at the end of August, beginning of September has allowed making use of Internet opportunities to needy citizens of republic, has attracted spiritually advanced people attention and desire to work.

Problems:

1. The basic problem is frivolous attitude of persons, registered on site of "Kazan Civic Networking".

e) Educational measures:

1. A series of educational studies on the basic Internet work principles with youth from the Tatarstan Orthodox Church Organization of Spiritual and Moral Development of Children and Youth "Arc" is carried out.
2. A series of theoretical and practical educational studies on computer work facilities bases (hardware maintenance, software), basic rules of Internet work for students of the Orthodox Church Kazan seminary is carried out. The diagram, revealing the practical studies realization at the center of public access is planned. Examinations results will define the admission conditions to final test.
