5. Purpose and objectives of proposal
The purposes:
1. Development of the Kazan civil network
2. Creation of informational space of the civil initiatives.
3. Active participation in measures spent within the framework of the
project "Civil Network of Kazan".
4. Assistance to development of civil movement in Republic of Tatarstan
and initiation of joint social important projects of NGOs, bodies of state
authority and business, establishment of social partnership.
5. Progress of modern informational technologies in social and civil
spheres.
6. Development of informational maintenance in noncommercial and commercial
sectors and association of organizations for joint cooperation within the
framework of the program the Russian Civil Networks.
7. Expansion of scales of activity of noncommercial and commercial
sector by means of modern informational technologies.
8. Informational interaction of non-governmental organizations, bodies
of state authority, mass media in sphere of development of noncommercial
and commercial sector and formation of a civil society for the joint decision
social important, cultural, educational, informational, resource, personnel,
methodological and other problems of development of public movement.
The objectives:
1. Distribution of the information about activity of public organizations,
positive and negative experience of work, public initiatives, actions and
measures, interaction with state structures, MASS-MEDIA, all sectors of
society;
2. Assistance to formation and development of institutes of civil society;
in particular, creation, strengthening, interaction and association of
efforts of non-governmental organizations.
3. Monitoring on problematics of development of public movement with
the help of the Internet; monitoring of the legislation of republic. Now
it is carried out in the field of NGOs development (analysis of the laws
and governmental orders Republic of Tatarstan devoted to NGOs), the analysis
of participation of NGOs in legislative sphere also is carried out, the
level of interaction of NGOs with bodies of state authority is estimated.
The results will be placed in the Civil network. The realization of interrogations
by means of the Internet is supposed. The question list now is developed.
4. Creation of services of interactive advices in sphere of development
of civil sector; the advices to NGOs on legal, administrative and etc.
questions are assumed, for example, preparation of the constituent documents
and help at registration of organization, preparation of the leases of
a premise, joint activity, cooperation etc., the advices on fundraising,
book keeping and reporting, taxation of NGO, interaction from MASS-MEDIA,
bodies of state authority etc. are supposed/ All these will be used by
means of talk, e-mail, chat.
5. Association of efforts of public organizations for closer interaction
on formation of a civil society; the association of efforts assumes: participation
in the joint projects, actions and measures, preparation of the joint publications
in press, realization of seminars, measures, including, stipulated by the
project.

News of activity of organizations and private persons participating in
the project

Results of monitoring of mass media on problems of freedom of a word, development
of civil sector in Republic of Tatarstan. Now this monitoring has been
finished and its results are being published

Searches in bodies of state authority. The searches connected to development
of NGO, registration of NGO, infringement of the rights of NGO, infringement
of the legislation about NGO, decision of concrete problems of development
of NGO are assumed.

The information given by noncommercial organizations: about activity NGO,
problems, results and achievements of NGO, spent actions and measures,
announcements of the actions and measures, reference and application of
NGO on all spheres of activity. Besides, accommodation of local news, databases
(database about NGO, legislative database), information on significant
dates of culture, science, NGO etc., help and news information on Republic
of Tatarstan, Kazan, geography, population, culture, science, economy,
public health services, civil initiatives

The methodical literature with the recommendations for work of public organizations.
During the realization of the projects and initiatives, as a rule, NGOs
develop the various methodical grants and literature. For example, the
Committee for Protection of Human Rights in Tatarstan has developed the
methodical recommendations for work of NGO with mass media. These recommendations
in the next quarter will be placed on the server. The similar work is conducted
by others NGO, which will also place their information on the server. In
case of absence of the contents of development of NGO in an electronic
kind, the bibliography will be placed. In any case the bibliography of
the editions of NGO, and also bibliography about activity of NGO, issued
by any organizations will be issued.

The presentation of activity of noncommercial and commercial organizations
in Republic of Tatarstan and other national republics of Russian Federation,
in particular, Republic of Bashkortostan, Chuvash Republic, Republic of
Mari El, Udmurt Republic etc. For today - 12 organizations were registered
on the server. Further, the increase of number of organizations is supposed.
While each organization should give not less than one article per week.

Publication of analytical materials about a situation of civil sector and
status of the regional legislation in the civil network; the publication
of results of monitoring of the legislation of Republic of Tatarstan is
supposed which is carrying out by Committee for Protection of Human Rights
in Tatarstan, faculty of constitutional and international law of the Kazan
State University. Accommodation on the server is supposed in the third
quarter of realization of the project.
7. Opening places of public access to the network. The opening of
not less than three places is supposed: premise of Committee for Protection
of Human Rights in Tatarstan, premise of KAI, premise of the faculty of
law of the Tatar institute of assistance to business.
8. Realization of seminars on training to work in the Internet.
9. Publication of materials of public organizations. The publication
of NGO-participants of the project, not less than 12 organizations is supposed.
6. Accomplishments during report period:
a. meetings and communications pertaining to output (with full
address):
The Kazan organization of the Russian society of the engineers of the
builders (R.Tagirov), Public center of the help to the population (V.Yegorov),
Initiative group "News from Kazan" (G.Kazakov), Public organization "Airat",
Representative under the human rights in Tatarstan (R.Vagizov), Analytical
center of social and political forecasting (A.Vorzetsov) the new participants
of the project. With all users the contracts about cooperation are made.
The Board of directors was generated: D.Vokhmyanin (Committee for protection
of the human rights in Tatarstan, A. Khamzin (KAI Internet-center), Ye.Dityatkina
(Youth organization "Management of the future"), S. Knyazkin (initiative
group on creation of public organization of protection of the rights of
the Internet users), R.Khakimov (Institute of history of Tatarstan Science
Academy).
During the realization of the project its chief D.Vokhmyanin met with
N.Divayeva (Public organization of Bashkortostan "the International standards"),
S. Zapolsky (Committee on the human rights of the Udmurt Republic), Kh.Timershin
(head of the legislation department of the Device of the President of Bashkortostan).
The participants of meetings have learned about the project and have expressed
readiness to participate in it.
b. activities in Kazan or other locations pertaining to output
(description, diagrams for technical issues) :
The server "the Civil network of Kazan", with the realized system of
the role account of the visitors, program of online-formation of news-line
of cooperating organizations, online-change of clauses of any unit of site
for the manager and in the solved sections for the users (given part in
a stage of development). The modernization of the server was constantly
carried out. In particular,

The system of registration of the program participants has changed: the
user sets a login, password, name, electronic mail for the further communications
the following sheet brings the information on the correspondent (person
or organization publishing the information on the site), the third form
is devoted to addition of the address of organization or citizens participating
in the program "the Civil network of Kazan".

At registration, the participant can add a textual file with the information
on the activity, organization. After approval by the manager of the given
nominee, the information is automatically placed in a database, and also
is published in section "our friends" and to "a server map".

The opportunity of the publication of clauses by the registered participants
in any area of the site, and not just in the news line is added.

Automatically replenishing "the server map" forming on the basis of a database
is developed. "The server map" can contain the unlimited amount of levels.
A root of a "map" tree can be any textual document having the name in the
database at the publication on server.

The system of addition of the documents on the site is ramified and advanced.
At entering the document ther is the opportunity of code conversion of
the document from KOI, Windows, Dos, or granting of the information in
a html-format. At the publication of clauses in a html-format the approval
of the manager is necessary before other visitors can see the given document.
At reception of the documents placed on the site, there is an automatic
code conversion in a html-format: addition of a standard cap, splitting
into the separate paragraphs. The user can also add various files, which
will be built in the specified textual documents.

The optimization of a portrayal frame windows of the site is carried out
at the expense of introduction Java-scripts. Only the windows with changed
by the information appear, that allows to speed up process of appearence
of pages of the site.

The system of conducting, change, updating of base of the site is optimized.
For the manager a special script is developed, allowing to reshuffle the
data, to keep a backup copy, to change structure, that considerably facilitates
work of the manager.
In conditions of convenient environment of dialogue the new participants
of the project, including private persons from Nizhnekamsk, Ulyanovsk,
Ufa, Kazan, Zelenodolsk were attracted.
c. progress towards achieving purpose and objectives :
Volume of the distributed information for the accounting period has
considerably increased. The new headings devoted to culture, industry,
history, geography, legislation of Tatarstan have opened. The list of numerous
public organizations of Kazan and Republic is given
The legislation of our republic concerning NGO development for the
first time was analysed. The tax indulgences, privileges, opportunities
given at a regional level have allowed to make some conclusions. In first,
the greatest attention the Tatarstan legislation gives to NGOs of the invalids
and veterans. As a whole, the Tatarstan legislation about NGOs does not
answer the modern requirements of NGOs. In second, the serious tendency
of NGO participation in legislative processes was planned. The NGOs gradually
study to lobby the necessary laws. In particular, due to lobbying of NGOs
in Republic the Law "About an alternative service", Law "About the Representative
under the human rights in Tatarstan" were accepted. At the end of June
the first Representative under the human rights in Tatarstan was elected.
Monitoring of mass media of Republic now is completed and the methodical
recommendations for work of NGOs from mass media are developed.
Three centres of public access to the Internet (one in a premise of
Committee for protection of the human rights in Tatarstan, two - in premises
of the Kazan State Technical University) are opened. The employees of the
project constantly consult the citizens - representatives of NGOs and private
persons. Most frequently in the centres the students, teachers, persons
initiating the creation of NGO and enterprise structures address. The consultation
and usage the Internet is given free-of-charge.
On June 23 the presentation of the project was held. The following
persons have acted: D.Vokhmyanin (Committee for Protection of Human Rights
in Tatarstan), A.Khamzin (the KAI Internet-center), A.Nasirova (Independent
commission on protection of the women's rights), R.Khusyainov (independent
journalist, member of the Journalists Union of Russian Federation), S.Knyazkin
(initiative group on creation of public organization for protection of
the rights of the Internet users), A. Luchinin (Nizhnekamsk humanitarian
institute), P.Chikov (the project employee). The project employees answered
numerous questions. Also R. Khakimov (adviser of the Tatarstan President),
R.Vagizov (Representative under the human rights of Tatarstan), V.Yegorov
(assistant of the Head of Zelenodolsk area Administration), R.Akhmetov
(the chief editor of the newspaper "Zvezda Povolzhya"), A.Samarkin (editor
of the newspaper "Novaya Zhizn"), G.Kurdyukov (head of faculty of constitutional
and international law of the Kazan State University, professor of law),
A.Vorzhetsov (director of the Analytical center of social and political
forecasting, professor of philosophy) have taken part in presentation.
After an official part the buffet table was held.
Besides the employees of the project were invited to a conference of
State Council of Tatarstan "the European standards and implementation of
the international norms in the national legislation".
In press - 2 materials about a course of realization of the project
and one reporting on local broadcasting are published
d. issues and problems :
One of urgent problems NGO activity even in distribution of the own
information has still unsufficient. Despite of constant advices and regular
dialogue NGOs reluctantly give the information on the activity.
e. training activities and number of individuals trained:
The constant active work on training of the NGOs representatives, cooperating
on the project to bases of work in the Internet, on CNK server in the individual
order is conducted.
