5. Purpose and objectives of proposal
The purposes:
1. Development of the Kazan civil network
2. Creation of informational space of the civil initiatives.
3. Active participation in measures spent within the framework of the
project "Civil Network of Kazan".
4. Assistance to development of civil movement in Republic of Tatarstan
and initiation of joint social important projects of NGOs, bodies of state
authority and business, establishment of social partnership.
5. Progress of modern informational technologies in social and civil
spheres.
6. Development of informational maintenance in noncommercial and commercial
sectors and association of organizations for joint cooperation within the
framework of the program the Russian Civil Networks.
7. Expansion of scales of activity of noncommercial and commercial
sector by means of modern informational technologies.
8. Informational interaction of non-governmental organizations, bodies
of state authority, mass media in sphere of development of noncommercial
and commercial sector and formation of a civil society for the joint decision
social important, cultural, educational, informational, resource, personnel,
methodological and other problems of development of public movement.
The objectives:
1. Distribution of the information about activity of public organizations,
positive and negative experience of work, public initiatives, actions and
measures, interaction with state structures, MASS-MEDIA, all sectors of
society;
2. Assistance to formation and development of institutes of civil society;
in particular, creation, strengthening, interaction and association of
efforts of non-governmental organizations.
3. Monitoring on problematics of development of public movement with
the help of the Internet; monitoring of the legislation of republic. Now
it is carried out in the field of NGOs development (analysis of the laws
and governmental orders Republic of Tatarstan devoted to NGOs), the analysis
of participation of NGOs in legislative sphere also is carried out, the
level of interaction of NGOs with bodies of state authority is estimated.
The results will be placed in the Civil network. The realization of interrogations
by means of the Internet is supposed. The question list now is developed.
4. Creation of services of interactive advices in sphere of development
of civil sector; the advices to NGOs on legal, administrative and etc.
questions are assumed, for example, preparation of the constituent documents
and help at registration of organization, preparation of the leases of
a premise, joint activity, cooperation etc., the advices on fundraising,
book keeping and reporting, taxation of NGO, interaction from MASS-MEDIA,
bodies of state authority etc. are supposed/ All these will be used by
means of talk, e-mail, chat.
5. Association of efforts of public organizations for closer interaction
on formation of a civil society; the association of efforts assumes: participation
in the joint projects, actions and measures, preparation of the joint publications
in press, realization of seminars, measures, including, stipulated by the
project.
6. Granting to wide audience:

News of activity of organizations and private persons participating in
the project

Results of monitoring of mass media on problems of freedom of a word, development
of civil sector in Republic of Tatarstan. Now this monitoring has been
finished and its results are being published

Searches in bodies of state authority. The searches connected to development
of NGO, registration of NGO, infringement of the rights of NGO, infringement
of the legislation about NGO, decision of concrete problems of development
of NGO are assumed.

The information given by noncommercial organizations: about activity NGO,
problems, results and achievements of NGO, spent actions and measures,
announcements of the actions and measures, reference and application of
NGO on all spheres of activity. Besides, accommodation of local news, databases
(database about NGO, legislative database), information on significant
dates of culture, science, NGO etc., help and news information on Republic
of Tatarstan, Kazan, geography, population, culture, science, economy,
public health services, civil initiatives

The methodical literature with the recommendations for work of public organizations.
During the realization of the projects and initiatives, as a rule, NGOs
develop the various methodical grants and literature. For example, the
Committee for Protection of Human Rights in Tatarstan has developed the
methodical recommendations for work of NGO with mass media. These recommendations
in the next quarter will be placed on the server. The similar work is conducted
by others NGO, which will also place their information on the server. In
case of absence of the contents of development of NGO in an electronic
kind, the bibliography will be placed. In any case the bibliography of
the editions of NGO, and also bibliography about activity of NGO, issued
by any organizations will be issued.

The presentation of activity of noncommercial and commercial organizations
in Republic of Tatarstan and other national republics of Russian Federation,
in particular, Republic of Bashkortostan, Chuvash Republic, Republic of
Mari El, Udmurt Republic etc. For today - 12 organizations were registered
on the server. Further, the increase of number of organizations is supposed.
While each organization should give not less than one article per week.

Publication of analytical materials about a situation of civil sector and
status of the regional legislation in the civil network; the publication
of results of monitoring of the legislation of Republic of Tatarstan is
supposed which is carrying out by Committee for Protection of Human Rights
in Tatarstan, faculty of constitutional and international law of the Kazan
State University. Accommodation on the server is supposed in the third
quarter of realization of the project.
7. Opening places of public access to the network. The opening not
less than three places is supposed: premise of Committee for Protection
of Human Rights in Tatarstan, premise of KAI, premise of the faculty of
law of the Tatar institute of assistance to business.
8. Realization of seminars on training to work in the Internet.
9. Publication of materials of public organizations. The publication
of NGO-participants of the project, not less than 12 organizations is supposed.

Now with the chiefs of organizations the contracts about cooperation
are concluding. The next quarter of realization of the project the creation
of Council of the Directors of the civil network of Kazan is supposed.
b. activities in Kazan or other locations pertaining to output (description,
diagrams for technical issues) :
The server "the Civil network of Kazan", with the realized system of
the role account of the visitors, program of online-formation of news-line
of cooperating organizations, online-change of clauses of any unit of site
for the manager and in the solved sections for the users (given part in
a stage of development) is started.
The main objective of development of this software is creation of convenient
environment of dialogue for the participants of the program "the Civil
network of Kazan", attraction of the new participants by an example of
democratic cooperation, and at the same time restriction of distribution
of principles of anarchy. Work in environment in strict conformity with
the established laws, rules, under the allocated rights for each participant.
The part of a program complex of remote control by the server is created.
System of registration of the users now is working. At the registration
the user is brought in to the list of the entering users, the manager receives
the circular on receipt of the new participant. The manager receives from
the server the information on the new participant and, after consideration,
confirms or not the registration. The user receives the notice on inclusion
in structure of the active participants of the project "the Civil network
of Kazan". All operations resulting in change a statuses of a database,
can be carried out only by authorized user. Each session of the registered
user is fixed in a magazine. The recorded users are brought in base of
organizations with the indication of the complete properties of organization.
The system is created by a principle of self-learning: the missing words,
name of streets, cities etc. are automatically added in a database from
approval of the manager.
ADMINISTRATION of SYSTEM
The rights of the manager has the user which userlevel is equal 999.
The page of the manager is formed of the following sections:

The sections are displayed only in that case if they contain any
information.
MAGAZINE of the REGISTERED USERS
The manager of system should regularly look through the magazine of
system, which contains the messages: about wrong input of the password,
wrong input of a login name, discrepancy of IP-address of the user to the
address registered for it, attempt of the invalid message in news line
etc.
The recording of the magazine contains a login name, date, time, IP-address.
The manager if necessary can forbid an input in system from certain IP-address
directly from recording of magazine. The magazine should regularly be cleared
by pressing the link "To clear the magazine".
THE LIST of FORBIDDEN IP-addresses
The access from some IP-addresses in system can be forbidden by the
manager.
Each of the forbidden addresses contains the link "To permit", excluding
the address from the list. At the creating of IP-addresses use of patterns
is possible. Thus the symbol of '%' designates a chain of symbols, and
'_' - one symbol.
REGISTRATION of the ENTERING USERS
The users sending the application for registration, are displayed in
the list of the entering users. Concerning them the manager the following
decisions can accept: to remove from the list of entering and to register.
Either in that case, or in other the user, who sent the application, will
receive a message on Email (if the user has specified the address at registration)
THE LIST of the USERS
The manager can look through the list of the users registered in the
system and to change their characteristics, having pressed on the link
"To change". The manager can change a login name, password (the letter
will be sent to the user (if its email-address)), complete login name,
Email-address, IP-address, level of access in system for the given user
(999 - manager, 998 - designer, 1 - usual user, 0 - input is denied), amount
of the messages, which the user can publish per one month in a tape of
news. Besides the manager can remove the user (the letter will be sent),
to forbid an input from given IP-address, temporarily to forbid an input
in system of the given user.
ADDITION to DICTIONARY
Such dictionary fields as city or street suppose to be included by
the user of new words in the dictionaries, but thus the added words should
strictly be supervised by the manager, as the user can include already
exist, or to enter new word with spelling mistakes.
In that case if in the dictionaries of system what or image any words
were included in page of the manager section of approval of new dictionary
words appears. In a list field located at the left the words requiring
for approval, in the right - approved dictionary words are listed. The
manager can accept new value, having pressed the button "To keep", to put
in conformity available, having chosen the appropriate word in the right
list field and having pressed the button "Corresponds". Also manager can
correct a spelling, having typed required word in a field of input located
under the right list field and having pressed the button "Corresponds".
At once after the word is approved, it is brought in to a backup copy of
the dictionary.
EDITING of the LIST of the MESSAGES
The manager can look through the list of current news messages to delete
them in archive and to change such parameters of the messages as date of
the publication of the message, date of closing of action of the messages,
language of the message, subject (see section "Subjects of the messages"),
text of the message. At change of parameters of the message the page of
news line will be automatically reconstructed. As the link to the complete
text of the message in news line the text of the message up to the first
point is used.
THE LIST of the OBSCENE WORDS
The list of patterns of obscene words is used at the acceptable control
of the messages, sent by the user. If the pattern from this table will
be found in the message of the user, to the user will be refused in addition
of the given message in a tape of news, and in a magazine of system the
recording about attempt of addition of the obscene message will be added.
In patterns the symbols can be used: '%' - any chain, '_ ' - any symbol.
LINE of NEWS
The addition of news in system is carried out by the registered users
from pages of the lists of the current news. The page of the list of the
current news is formed, if logining of the registered and approved by the
manager user is carries out through page of addition of news. The page
of addition of the messages for registration of the new message requires
to enter the following parameters:
- Date of end of action of the message (at achievement of this date
the message is copied to archive and leaves from the list of the active
messages). By default time of life of the message - 1 month
- Language of the message (Russian / English)
- A subject of the message (if the subjects of news are given)
- Text of the message
Automatically to the placed message the date of accommodation of this
message and name the one who places this message is added.
With the purpose of not to permit of an overload of the line of news
the messages, for each user parameter - amount of the messages per one
month - is given. This parameter can be changed by the manager. At exhaustion
by the user of this value the further messages in the current month are
not accepted.
SUBJECTS of the MESSAGES
Subject of the messages are entered to unload line of news, having broken
it on sections on subjects. The subjects are set by the manager. The added
subject should have the Russian and English name. If the subjects are given
instead of the list of news, in news page the list will be displayed. The
user receives access to thematic news tape, going under the link - name
of a subject. Those messages, which were added before registration of news,
have no a subject and become inaccessible to the user. To make they accessible,
it is necessary to determine their subject.
THE LISTS of DISPATCH
The registered user can subscribe for any of subjects of a board of
the announcements. For this purpose it should go in news tape and pass
to the link "To subscribe". Also it is possible to cancel a subscription.
The manager can announce a compulsory subscription to a subject. If the
user is signed on a subject and its registration recording contains Email-address,
all messages published in this subject will be sent to it on email.
CHANGE of the PASSWORD by the USER
The user can at any moment change the password, going to the link "To
change the password" in the left panel of board of the announcements. In
the same form it can replace the complete name and email-address.
LANGUAGE DIFFERENTIATIONS
The system is constructed in such way that it will not allow the users
who are not having at the order cyrillic fonts to pages, containing cyrillics.
All news tapes consist of two sections: Russian and English. At addition
of the message the user establishes language of the message. According
to value of this parameter the message will be placed in this or that language
area of the messages. The subjects of the messages determined by the manager
of system, also have two names: Russian and English.
The visual design of the Web-server is developed with the purpose of
definition of an optimum point of a parity of the form and contents, perception
and interpretation. The uniform style of the documents is produced. The
attributes of CNK (see application) are developed
c. progress towards achieving purpose and objectives :
The work over the distribution of information about the public organizations'
activity has begun. Resonance of the project among the public organizations
and bodies of state authority of Tatarstan became the first result. In
particular, the rising of users and project participants number (12 organizations
are present, 20-25 are expected) and the results of seminar "Interaction
of state and NGO", in which representatives of State Council and Administration
of the President were interested, attested that. Next result of the purposes'
realization was an appearance of opportunity for public organizations to
put information about themselves, news and other information over their
activity. Two places of public access to the Internet are opened, another
one is preparing. Information about the project was published in mass media
(publication of the informational agency "Tatar-inform").

of NGO and public organizations in legislative processes" was carried out,

The works on deployment of modem pool for the project the CNK are begun.
11 phone lines were activated by the technical service (KAI) and another
8 lines are being activated. At this time in the group of technical support
6 persons work from 10.00 a.m. to 10.00 p.m. every day except weekends.
Preliminary terms of realization of presentation of the network - middle
of May, 2000. The invitation of local broadcasting companies GTRK "Tatarstan",
TC "ÒÂ-6", TC "Ether", radio "Kazan", radio "Tatarstan", newspapers "Novaya
zhizn", "Respublica Tatarstan", "Komsomolskaya pravda v Tatarstane", news
agency "Tatar-inform" is supposed.

The active work on training of the NGO representatives, cooperating
on the project, to bases of work in the Internet, on the CNK server in
the individual order is conducting.
