Evaluation of Project Activity - Samara Civic Network

Totally 36 public access points were opened during project

There are 9 public access points planned to be opened quarterly. So, 9
public access points will be opened in the nearest 3 months, 18 in the
nearest 6 months, 36 in the nearest 1 year.
3. Was the technical support group formed during the project activity?
How many people are included in this group? What kind of technical support
is provided? In what way the access to Internet is provided?

The technical support group was formed during the project activity
containing 6 persons : the network and system administrators, network
software developer, two user support specialists and webmaster. Technical
support for all equipment and software are provided. User support are
provided by the phone, personally and by visiting SCN users sites. Access
to Internet is provided by Dial-up + PPP.

City of Samara only.
8. What is the present state(activity) of your project? (Your comments -
about 1 page)
Presently we provide all kinds of service to SCN users.
Following technical activities have been realized:
- SCN Web-server has been developed and supported.
- Remote access center has been developed using CISCO-2509 remote
access server and USR Courier modems. It provides dial-up connections
to the network. Users can access both civic network and Internet
information. All required hardware, software and network connections
were installed, tested and from January center functions in the full
mode. 6 phone numbers are currently in use.
- User connections to the civic network in the work mode has been
started from January. Now 14 NGOs and 9 persons use network. Most of
connected NGOs are functioning as public access class. Persons,
connected to the network, are active participants of its development.
- Public access class with 10 places has been created, using SSTU
room and equipment. It works from 4:00 p.m. till 8:00 p.m., daily.
Personnel of SSTU provides normal functioning of the class and answers
question appeared during work with network resources.
- Technical personnel of SCN visited every new user, connecting to
network. They configure software and hardware, check normal work of
created connection.
- Technical support for connected users has been organized, both
using phone and visiting points of connection.
- Specialized introductory courses on using SCN and Internet have
organized for new users. Also current consultations was held for on
using civic network, searching necessary information in the Internet.
- Following information from Samara city administration has been
converted into hypertext and placed on civic network Web-site:

information about local nature, health resorts, legends.
- << The History >> - remarkable pages of local history
from foundation
of Samara till our days.
- << The Sights >> - information about city architecture
sights, squares, monuments and museums.
- Gathering, processing and publishing statistics for Samara Civic
Network Web-site accesses and dial-up usage of the Samara Civic Network
were provided.
- Creating and placing Web-pages, based on information from nonprofit
organizations - SCN users, has been started.
- Round-the-clock operation of civic network server were provided.
Maintenance of equipment and network connections was carried out. Normal
function of remote access service, Web-server, mail server and over
software were provided.
Following humanitarian activities have been realized:
- Updating (new design) and support of an information resource << Peoples
of Russia in territory of the Samara region >>. Updating of sections of a
resource. Preparation of sections << Gallery >>, << Ukraine >>.
- Creation, approbation, accommodation on the server and support of a
resource << Consultation for NGOs >>
- Support << Bulletin Board >> - collecting of materials from
NGO, editing, accommodation on the server.
- Development of structure, preparation of materials and creation of
Web-design of an information resource << Calendar of national, ethnic and
religious holidays and memorials >>
- Preparation of materials for an information resource << Ethnic and
religious map of the Samara region >>.
- Preparation of materials for third sector information agency -

- Collecting materials, filling and updating of a database for << the
Directory NGO of the Samara area >>.

Building telecommunication infrastructure for normal
functioning of SCN still has some difficulties. SCN is
connected to the Internet through regional segment of
non-commercial network RBNet. Variants with commercial ISPs
are too expensive to be realized. Today the main problem is not
connectivity between SCN and regional segment of RBNet, but the
quality of all Samara non-commercial network connection to the
Internet.
Increasing of the Samara-Moscow link capacity was planned in the SCN
project. But, from January, 1999, the link Moscow-West for ALL Russian
non-commercial networks became bottleneck. Access speed for a foreign
information resources slow down, so work with them became almost
impossible.
Also the problem id upgrade of equipment. Server memory and hard disk
upgrades will be required in the next year because of increasing number of
users, information and supposed development of an interactive resources
(chats, forums, databases) . Some modems are required for supplying NGOs,
who haven't enough funding to buy it.
10. The main goal of civic networking is the development of local
community. To what extent objectives listed below were the aim of your

Comment:
- The given purpose was not put in the project in connection with
absence of tradition of development of services through the Internet in
region and complete absence of necessary technical base within the
limits of 3 sectors - basic addressee of the project. However during
realization of the project the given purpose began to be realized: The
board of the announcements became a way of attraction of attention to
problems NGO (search of the partners, support etc.) The section
<< Public campaigns >> gives materials on the most urgent
problems of a survival NGO The section of << Advice >> gives services to
the chiefs NGO on the most urgent questions of activity of
organizations
- On the server large volume of resources about local culture (sites <<
Peoples of Russia in territory of the Samara area >>, electronic version of
the information bulletin << Samara area. Ethnos and culture >>, history and
culture of the Samara area in the appropriate section etc.). These
resources while remain most visited.
- The given purpose was not put in the project and now more important
consolidation of noncommercial sector is represented premature -, and the
political predilections are capable her(it) to undermine. However it is
impossible to exclude, that during coming nearer selective campaign the
connected users will use SCN and for discussion of political problems of a
community.
- The given task was not put and can not be decided within the framework
of the project the coming year, at least. At the same time, the training of
the citizens to work in the Internet, creation of databases etc. raises
their qualification (gives in general knowledge, new to them, skills and
skills more often), that raises their chances by search of work. The
connected users have had an opportunity of search of vacancies through the
Internet.
- The economic development of city and region is submitted not only
materials on official sites of Administrations of various levels and
Gubernskoi and urban Duma, but also in the original materials placed by
branch of the Moscow scientific fund - of the connected user SCN.
- The connection of the noncommercial users, is especial NGO, which till
now practically had no an output(exit) in the international
telecommunication channels (by the beginning of realization of the project
such opportunity had 0.5 % NGO), allows to accumulate <>, at which 3 sectors become the equal in rights user of these
technologies level with business and state.
- The given purpose was not planned in the project, but as a result of
training and connections of the users the public organizations <> and organization of the patients by an absent-minded sclerosis
considerably have strengthened the activity in region, contacts to the
Russian and foreign colleagues, that mediate has an effect for improvement
of quality of public health services for their clients.
- The given purpose is realized in volume and rates stipulated by the
project: the materials of public campaigns are used by the deputies
Gubernskoi of Duma, in general project became a source of new
communications (connections) both lines of interaction NGO and state
structures.
- Now connected users have had an opportunity acquaintances and uses of
materials of world, Russian and regional information resources promoting
cultural enrichment. The following task - accommodation on the server of
resources, accessible to world community, about local cultures (including
in English).
- All resources are used for these purposes by educational establishments
having access in the Internet, though this purpose was not pursued by the
project as basic.
- The given purpose was not basic for the project, but the contents of
the project has appeared so attractively for local information Internet's -
services, that there was a necessity of planning of achievement of the
purpose as by one of basic the next year.
- This basic purpose of the project is reached in planned scales and
rates both through the connected users, and at the expense of attention of
organizations from other regions. The project has allowed to begin contacts
and to put in pawn bases of partnership on new lines - South - Ural
university (Chelyabinsk) and Sergiev Posad.
In addition:
- Formation of a circle of the connected users and organization by them
of places of public access for others NGO, participation in training within
the framework of the project, discussion of problems of development SCN,
opportunity of operative dialogue with others NGO by means of e-mail
considerably have expanded interaction inside Samara NGO.
- The Internet - one of the strongest means of removal of a bias against
other countries, foreign organizations and people. The connection to the
Internet supported with visits in Samara C. Kedzie and Gr. Cole has
rendered the large positive influence on involved in realization of the
project of the people and organizations, represented by them.
11. To what degree do local political structures and leaders support civic
networking

SCN didn't plan to get any local political structures and leaders support
for this project and don't get.
12. Percentage between number of users and total population in served area.
Total number of users is about 450 (we count as user any person, who at
least one time use at least one service of SCN). It's about 0.03 % of total
Samara population (1.3 millions people) and about 2 % of total number of
all global network users.
13. What is the average educational level of user?
