Yes, it would be wonderful if Fuad would submit the letter of intent (Reference
(a) above) of your Global Early Warning System/Bangladesh (GWES/Bangladesh)
project to the IDRC through his Brac University.
(2) I would strongly suggest that you visit Mr. M. Moklesur Rahman, Executive
Director, Center for Natural Resource Studies (CNRS) who organized the
Millennium InstituteÕs System Dynamics seminar in Dhaka, Bangladesh last
October (Reference (b) above), and pay your (our) respect and solicit
participation of the seminar attendees to your project, as your project is to
be the extension of the seminar — see ÒConclusion and Next StepsÓ at the
end of Reference (c) above.

I am very happy to hear of Prof. M. S. SwaminathanÕs agreement for your working
on the GEWS/India project. I shall wait for the first draft of your
letter of intent to the IDRC of Canada (Reference (a) above).
Dear Dennis, Ambassador Blake:
(6) Many thanks for your wonderful dinner party last night — I enjoyed it
very much.
Pls read through Reference (c) above, which mentioned of the Jamaica simulation
model and the Bangladeshi governmentÕs preparing Poverty Reduction Strategy
with the use of System Dynamics simulation model. Ambassador Blake, you
may form consortium teams of GWES in Caribbean countries to cope with rising
sea levels by global warming, as we discusses last night. Dennis, you may
follow Bangladeshi attempt on the Poverty Reduction Strategy which you
mentioned of your desire for your Bihar, India.
As going through References (c) to (f), I am sure that you would find the
strong power of System Dynamic (SD) methodology, i.e., on the building up
intimate comradeship among stakeholders as making close understanding on
inter-relationships of complexly interwoven world phenomena, quantitatively
with Òfacts and figures,Ó which is the essential need for successful community
development. This is what makes different from other forecasting
methodologies. Prof. Jay W. Forrester of M.I.T. (the initiator of SD
methodology) once said to me that the uniqueness of SD methodology is NOT on
the forecasting, but on the understanding of interrelationships. I think
that this is also the very essence of attaining peace, and this is why I always
support System Dynamics methodology.
Ambassador Blake:
(7) Pls feel free to contact Dr Ramesh Chander Sharma at the University of
Guyana. He was recently transferred from the Indira Gandhi National Open
University, India where he was a Regional Director for Maharastra State.
As mentioned to you last night, I suggested him to organize a workshop to
form a GUS/GEWS consortium around the Caribbean island countries, including UNAMAZ,
a consortium of higher educational institutions in Amazon region.

AAIT- a profit organization but basically university teacher and a senior
person. I served as Vice Chancellor of a science and technology university till
2006, educated in Physics and Electronics.
You participated in an event held last October on Climate Change in
Spectra Convention Centre, Dhaka. Unfortunately, I could not attend the event
but your cooperation has become very important for me. I am interested to
submit a proposal for exploring funds from IDRC.
