(1) Many thanks for your msg (ATTACHMENT I) in response to the Reference (d) above.
(2) When you will successfully obtain a grant from the IDRC, you will construct
your national socio-economy-energy-environmental simulation model, which could
be with either econometric or system dynamics methodologies, as far as they can
produce time-series (EXCEL type) tables. If you choose the latter, you
may ask assistance from Millennium Institute <http://www.millennium-institute.org>,
which recently organized a seminar on the latter in Dhaka, Bangladesh —
see References (a) to (c) above.
This simulation model will be the core of the Global Early Warning System
(GEWS) of each country. Global University System (GUS) in Bangladesh,
which will then subsequently established, will conduct autonomous model
building, maintenance, refine, improve, administer and gaming execution, etc.
Your GEWS for Bangladesh will later connect with the GEWS of western Asian
countries (e.g., India, Nepal, Pakistan, etc.), as forming a regional EWS.
Those models of various countries will then be interconnected each other to
form a single global scale simulation model.
We would like to make each model run all the time, continuously and
repetitively, say, from the year 2000 to 2050, as similar to a repetitive
analog computer. This is to be done in the cloud computing environment of
IBM, which is now in process of arrangements.
The graphical presentation of the year 2000 to the present would be the past
data, and the one from the present to the 2050 would be the prediction made by
the simulation model. The initial conditions at the present would be
revised with the fresh input data, say, about the national consensus or GDP
(gross domestic product) figure, etc. This makes the simulation as
similar to the one of a simulator/trainer of nuclear power plant or petroleum
refinery or ethylene plant — or it could be the engine of a large oil tanker,
which President Obama often quotes as analogous to the operation of the United
State economy.
(3) Pls note that your project will have the following two-tier system;
a. One for training
young would-be decision makers for understanding interwoven world phenomena
with rational analysis and critical thinking, and then in crisis management,
conflict resolution, and negotiation techniques basing on "facts and
figures" and
b. The other for helping decision makers constructing a globally distributed
decision-support system with policy analysis and evaluation for positive
sum/win-win alternatives to conflict and war.
This is because we emphasize the importance of educating young would-be
decision makers who are now in the teens and twenties and who would become real
decision makers at their 50 to 70 years ages around 2050s, when most of the
UNÕs Millennium Development Goals (MSGs) would not meet their targets, and
hence would become fierce, severe resource competitions and conflicts issues,
e.g., energy and water scarcities and food security, etc.. Their training
in crisis management, conflict resolution, and negotiation techniques should be
basing on "facts and figures."
Their understanding gained with scientific and rational analysis and
critical thinking with the gaming/simulation would be the basis of world peace,
and hence ought to provide the basic principle of global education for peace.
The Millennium Institute is also working to have connection with the United
Nations University/Research and Training Program, so that this system dynamics
movement would be promoted around the world, along with the education of the
would-be decision-makers mentioned above.
(4) BTW, the GEWS is the outgrowth of GSEEED (see Reference (f) above), which
is the outgrowth of the GCEPG (see Reference (e) above) -- References (g) to
(i) are about GUS.
Pls feel free to utilize any part of the References (d) to (i) above, for your
composing the letter of intent, and send me its first draft copy by December
10th — cc to Tuncer.
(5) I would strongly suggest that you should contact Dr. Qu who organized the
system dynamics seminar in October (Reference (a) above) since he may know key
persons among the seminar attendees who may join in your project.
