(2) I suppose that BangladeshisÕ next steps would be;

(a) Formation of a task force team who would be familiar with System Dynamics methodology,
(b) Formation of a consortium of governmental agencies, non-profit organizations, and academics, etc., who can assist the team from various facets of Bangladesh societies,
(c) Proliferation of system dynamics thinking and approaches among policy makers and particularly young would-be decision makers, etc.


For these, they may consider the way of our Global University System (GUS) -- see References (c) to (e).

(4) I would suggest that you people get together to construct a joint proposal to create west Asian version of Global Early Warning System (GEWS) with system dynamics methodology, which is to be submitted to the Asian Development Bank (ADB) as following the suit of Pakistani — of course, after working together, it may be submitted to ADB individually;

As you see in it, the Asian Development Bank (ADB) provided US$2 million to Pakistan to develop an energy model that would create an energy sector development plan that will meet the needs of an expanding economy.  The national socio-economy-energy-environmental simulation model of Bangladesh, India and Nepal can be interlinked together to form the west Asian version of GEWS.

Dear Weishuang,
 
I have received and read the Bangladesh Paper with interest, and have responded to Dr. Herren about the similarity that may exist in our work and approach. I have listed four point below in response to your email:
 
1.  Only the theoretical aspect works of 2006-2007 is represented in journal publication available through the link provided (for a fee), or, I can send to you.
2. The pratical aspect of this research using emperical data remains non-published, and is being considered based on specific IP protection reasons, as we are developing a software in support of specific and known economy-wide industry shortfalls affecting business energy-efficiency and renewable energy decision-making and hence climate impact.
3. Extrapolation of this methodology on an economy-wide scale exposes the magnified effects around such research findings (theoretical and practical), and of taking a closer look at the benefits of drafting policies centered on closing the shortfalls on procurement, engineering, renewable technology application, carbon pricing reasoning, energy efficiency lending, etc., that is cumulatively having a negative effect on our climate. This requires some collaborative championship by us research counterparts, as climate agenda itself has now become subjected to capitalism and profit modes, and at times, beneficial recommendations may find it difficult to penetrate this competitive market.
4. Of more recent, we have been collecting emperical data in the fields of Bihar/Eastern UP, India, to run TLCv analysis of the agrarian economic base to try and unlock solutions in aid of poverty and underdevelopment in the region. Here, we are associating systems dynamics effects as they relate to maintaining an sustainable economic basis for rural livihood, triggering a migratory pattern amongst the working class to urban setting in search of jobs. Moreover, there are the interrelations of trade disparities, unsustainable production modes impacting groundwater sustainability, and other effects that is contributing to poverty and underdevelopment, from a whole system perspective.
 
While there is no specific published paper that represents practical ideas and methodologies, a wealth of written materials exists that could meet your request. May I suggest a conference call to discuss in more details.
