Dear Prof. Kulkki:

(1) I am writing this by the kind introduction of Prof. Tapio Varis at the University of Tampere, who firstly mentioned of you to me when we organized our Emerging
Global Electronic Distance Learning (EGEDL Ô99), August 9th - 13th, 1999, University of Tampere, Finland <http://www.uta.fi/%7etitava/EGEDL/>.

At this occasion, we initiated our Global University System (GUS) project — see Reference (a) above.

Since early 1970s, we have also been working on Globally Collaborative Environmental Peace Gaming (GCEPG) project -- see Reference (b) above.  The GUS and GCEPG projects are two wheels of a cart, in a sense.

(2) As the extension/variation of the Globally Distributed Socio-Economic-Environmental Simulation System
of GCEPG (Figure 8 of the Reference (b) above), we are initiating to construct Global Early Warning System (GEWS), which was firstly proposed by the Prime Minister Gordon Brown of the U.K. at the G20 conference in London last April with the use of cloud computing technology.

(3) Prof. Onishi agreed to replace each country of his FUGI world model with the ones which are built, maintained, refined and administered by experts of each country — incidentally, the Fugi is the world largest model with 200 sectors (192 countries + 8 UN sectors), and often used by the economic department of the UN in Manhattan — see the last part of the interview by Parker Rossman in the Reference (c) above.

(4) My inquiries to you are as follows;

(a) Pls inform me of anyone who has model of Finland (or any other Scandinavian countries) with either econometric, system dynamic or input-output methodologies which can produce time-series tables as its execution results,

(b) Pls inform me if anyone can form regional GEWS, e.g., in Scandinavia or Baltic region, as interlinking their national models through cloud computing.  BTW, other regions, which have been initiating are;

(i) Middle East along the Jordan River basin — possibly with the Center for International Conflict Resolution (CICR) of Columbia University with fund from the Italian government,
(ii) The Economic Community Of West African States (ECOWAS) -- Millennium Institute in Virginia is now initiating to construct national models of their 15 countries with system dynamics methodology — they will also construct 100 countries models in the coming two years,
(iii) North African countries,
(iv) West Asian countries, etc.
