BTW about the creativity, I saw a ABC TV news about a half year ago which showed a lady teacher from Bengaluru, India teaching mathematics to an American home study student with the use of videoconferencing through Internet at free of charge (or at very small fees).  It said that American tutor charges almost US$100/hour while the Indian lady charges only US$10/hour.

Your Indian have good English while Japanese are not.  Also, Indian are more advanced on constructing computer software, thus, Japanese large computer companies, such as Hitachi, Fujitsu, Mitsubishi and NEC, etc., now send their engineers to India to learn the secrets.  One of my Indian friends once told me that Indians in Bengaluru now earns more than US$5 billion with software exporting, and aim to increase it to US$50 billion by 2030!!

On this regard, Indian has a lot of advantages over Japanese — almost three decades ago, I tried to promote software industry in Japan, but in vain — those big Japanese companies just stole software from IBM (worth almost US$1 billion a piece of software) and others as you may recall.  They did not put $ sign to any Intangible software!!  Indian also invented ZERO and numeral, which is now called Arabic numeral since it was transported through Arabic countries (e.g., Pakistan, Iran, Iraq, Turkey, Greece, and then to Rome), which subsequently overcame Roman numeral and hence its empire to be collapsed.

As mentioned previously, I would like to take the opportunity to thank you for your interventions that is supporting the Bihar Project. I really look forward to any ways our project can complement the Global University System initiative.
 
To bring you up to speed, here is a snapshot on some project milestones:
 
1. We met with and discussed our proposal to the Dr. Swaminathan Research Foundation. Dr. Swaminathan is one of the globally recognized and respected scientist working on issues of environment, ecology, food security, and poverty. He personally expressed support for the project and offers to work and support our efforts. Work will begin immediately with Dr. Raman, the Permanent Secretary to the Foundation, who will join me in doing a field visit of the beta areas and help us complete our proposal.
 
2. We are presently preparing our proposal that includes the total life-cycle energy-econonic-productivity analysis incorporating field statistical data that account for all losses and gains in the whole system process. Data is pointing at indicators for ecomonic underdevelopment if development inaction persists, as well as, data is showing the development opportunities that lie ahead, linked to sustainable actions as we are proposing.
 
3. We have assessed the scientifically reported danger of ground water unsustainabiliy (NASA) due to unsustainable agricultural irrigation practices of the region, and matched this to current practices in the field. We have made preliminary realization of the shortterm and longterm effects ground water unsustainability could have on devastating the rural economies, triggering community disaster and social choas, much less, have a directly linked global rippling effect on food security and political stabilities. The Bihar project is designing a water sustainable methodology to offset this, by applying modern IT and irrigations technologies in sync with optimized crop planning.
 
4. We have pooled well over 100 villages in two geograhical regions, representative of the vastness of rural sectors, and their production capacities. We have excited and engaged in the hundreds, small to medium sized farmers, who have joined forces to construct two 500 hectare beta test areas that will be observed by thousand of other farmers, representative of the 100 plus villages.
 
5. We have engaged all facets of the community to work together to common goals. Of most interest is our recruitment and activation of the labor class women in one of the beta test sites (leaving the other as a control), a tremendous and important value to the total development formular.
 
6. We are engaging the youths to take stock of this project. Youths are coming together and finding personal rewards in facilitating work that will be of benefit to their village(s), livelihood, and future.
 
7. We are faciliating education, to women and under privileged children, who would otherwise not have access to this necessity.

Thanks so much for your support re the Bihar Project.  We are moving along well with people like you guiding us.  Of note, we had the good fortune to meet with Dr Swaminathan, Geneticist and Father of the Green Revolution, Chairman of the MS Swaminatan Research Foundation   <http://mssrf.org>

Please find below a recording of an unedited conference meeting we conducted with the (labor class )women of Bellari Village, Ballia; 
Muriel in New York, Dennis in Kolkata, Vinod  and Silthi Singh with women in Ballia.
This is an example of the online participatory approaches we are taking to generate actionable data/information for advancing of our development proposal.
 
Of interest, some striking notations are reflective of the present 2009 situation, almost a mirror image of the distant and not-too-distant past:

á       births and deaths of infant mortality are still not registered, questioning the accuracy of vital statistical reportings

á       access to hospitals is still not a viable, economic option, demonstrating, there still is a fraction of society economically separated from fundamental and necessary social services

á       women were absolutely not aware of who their Chief Minister is , indicating the degree of their separation from an understanding of their political surroundings and potential to influence decision making processes....etc

á       this is a highly indigenous sector of society with a lot of traditional ecological knowledge (TEK) which is not valued to the extent we believe it should.

We intend in our community development model design, to highlight the women and poor, giving them a  more effective role (training in leadership, collaboration, management...) in the community organizing and decision making process (usually in the Panchayat)
 Already, the importance of these women has been recognized and highly valued given their collaboration and involvement at every stage of the project design and development.
 
At the conference session, approximately 80 women were in attendance. Of interest, one woman in particular stood out, as she continuously clasped her hands over her face during the discussions. When asked why is she doing this? her response was, "too many offers for change were heard of in my lifetime, and none ever came through; why should I believe this to be any different.
 A fitting analysis (we hope not conclusion) of existing aid efforts and a one/voice rallying cry for change.  WE TOOK NOTE!

Gentlemen,
Thanks, and sorry for the late response. I am really thankful to you all reaching out to us. Definitely, I would like to explore common ground upon which to collaborate with you all.
 
I guess the answer to the question at hand as discussed below is, we are trying to "intervene" a long standing problem, poverty and development in Bihar, using a bit of creativity through sustainaiblity. We are half way to the MDG deadline of 2015 and there doesnt seem to be any real reversal of the problem in Bihar.
 
We are attempting to do this by factorizing what are the common hurdles and oppurtunity.
As you all were discussing slice and dice, well I guess we are aiming to do just this. we dont want to just skim the problem, and give it a bandaid fix, we want to get down to the root and solve it once and for all.
 
the approach converges three areas as have probably seen, community reorganizing, creative financing, and eco-technology inputs. what is making this attractive is that all three areas complement each other.
 
I am heading off to the airport now, so I will try to respond some more maybe tomorrow. Looking forward to talking with you all again.

"Change the mindset of the people and government from 'closed to open' to become receptive to new ideas of empowerment and transformation to give voice to the voiceless" – this all sounds like apple pie, motherhood, and American flag! Think small – another way of putting it is to slice it, slice it, and slice it more until you can hold something in the palm of your hands that you can deliver to the ÒvoicelessÓ – to borrow an expression from you. Once they touch it, feel it, and see it, their mind will open to new possibilities, new dimensions, and new horizons impossible to fathom in the rural environments of Bihar. As one of the World Bank colleagues used to say to me, the people of Bihar seem to live in prehistoric times.  I will give some more thought as I fly long hours on my way to India.

Thanks. If you have read my profile, I have sliced my idea to the last bit to first give a Unique Identity to every Citizen which is lacking to day in India and many developing countries. I am one of the prime movers of this idea in India.

Dr. Manmohan Singh, Prime Minister has told today, a Unique ID Card would first create an identity for every citizen and prevent them from getting harassed to avail services. It should be made automatic.

I will be in Calcutta from Aug 22 to Sept 4. During this period, you may want to coordinate with Dennis Ramdahin in Calcutta to have a conference call set up to review and discuss how to move the Bihar Project forward within the framework of other GUS projects.
 
After reviewing the Vision, Mission, and Goal statement, I thought the project is off to a good start. However, much work remains to more clearly articulate the problem statement. The key to success in any undertaking of this sort is to narrowly define the scope of the project so that something could be achieved in short order (low hanging fruits). The immediate success will lead to greater success down the road.  The first priority would be to ask: exactly what it is that we are trying to intervene?
 
Strictly from a practical consideration, if we come up with a question that is short, simple, and focused, it is possible to obtain special grants to do more systematic and incremental work on the project. Based on your impressive background, you are eminently qualified to help frame the discussion on the Bihar Project with a simple, yet powerful statement concerning the empowerment of marginalized rural population.
