Dear John:
(1) Many thanks for your msg (ATTACHMENT I).
(2) You may propose him the following three;
(a) Creation
of Global University System (GUS)/Bulgaria, as the center of Silicon Valley of Eastern Europe
— see;
"Globally Collaborative Innovation Network with Global
University System," Paper for Learning Technology, IEEE Computer Society, Vol. 8, Issue 3, July,
2006

(b) Conduct of Environmental Policy Analysis by GUS/Bulgaria — see;
ÒGlobally Collaborative Environmental Peace Gaming
Project with Global University System,Ó Paper for the proceedings of
the International Conference on E-learning in the Workplace (ICELW) at Teachers
College, Columbia University in New York, NY on June 10th-12th.

(c) GUS/Bulgaria to act as the gate way for ultra broadband Internet
(i)
Deployment of Black Sea Ring optical fiber net — probably with funds from
the Japanese Official Development Assistant (ODA) fund;

(ii)
This is to be linked with GLORIAD, which is now already in operation at 650
Mbps (or maybe even at 2.5 Gbps by now), which was initiated by my friend, Greg
Cole;

(iii)
The Black Sea Ring may also be linked with ultra broadband Internet along with
the Silk Road, which we have been advocating along with the deployment of
super-highway with US$18 billion from the Asian Development Bank;
$18 Billion Plan to Build New
'Silk Roads' through Central Asia

(iv)
This may then be interlinked with GEANT2;

Looking forward to hearing your next msg,
Best, Tak

A friend who's a director of a US$450 million foundation which is entirely
focused on Bulgaria, has asked me to look at and for opportunities to benefit
Bulgaria and its peoples.
I thought of you and your work over the years, and this email message is to
quickly see what mode you're in these days with regard to Bulgaria and take
your temperature as to whether you'd have anything to propose to such a
foundation, and if so, to email me something to pique his interest or whet his
appetite.
Or whether you'd have other ideas, for example, anyone else I should touch base
with.
Thanks for your help on this, and looking forward.
