It has been certainly sometime since our last correspondences. I greatly
thank you for your continuing interest in our projects.

Pls follow the steps indicated in the Section IX ÒAction PlanÓ of the paper
(2)-(a) above.
(3) As said in it, the first step is my fact-finding and assessment trip to
Cebu. During this trip, an initial stakeholder meeting will be held for
formal confirmation of project partners in Cebu, and to form working groups.
This trip must include following:
1.
Visits to
participating colleges, universities, hospitals, local governments and
community based programs in Cebu:

Establishment of
working groups for each aspect of collaborative proposal writing, with
representation from the communities, institutions, and governmental agencies
that will benefit from the initiative.
A few month later, you would need to hold a large workshop for the preparation
of a detailed program document encapsulating the diverse components of the
enterprise. The resultant full project proposal may be submitted to the Japan
International Cooperation Agency (JICA), Japan Fund at the Asian Development Bank
in Manila, etc.
(4) Pls firstly come up with a concept paper as similar to the ones of
GUS/Egypt and/or GUS/Nigeria (see above) in 4 to 5 pages and send its first
draft to me so that we can work on it together.
(5) Pls also note that this GUS/Cebu is to lead to GSEEED/Cebu project;

(6) The future of telecommunication is broadband Internet. You would need
to effectively utilize it for your distance education.
Although ultra broadband Internet via optical fiber would be the future, it
would be difficult for those developing countries in remote areas to get such a
benefit with the terrestrial or submarine optical fiber. Thus, broadband
satellite would be vital necessity for your near future offering of advanced
global e-learning courses with multimedia web, virtual reality simulation
models, hypermedia gaming and videoconferencing, etc.
The following satellite was recently launched by the Japanese government, and
can reach to your Cebu with broadband Internet — say, at 1.2 Gbps.
