Dear Dula:

(1) Many thanks for your msgs (ATTACHMENT I
and II).

I am very delighted to know that you are willing to raise fund from the Japan International Cooperation Agency (JICA) for your project of deploying Beowulf mini supercomputer at your 11 branch offices for their local meteorological forecasting — as following the precedence of the Bangladesh Meteorological Department (BMD) which received substantial financial support in terms of capacity building and equipment from the JICA — see Reference (a) above.

(2) As mentioned in the Reference (b) above, Mr. Naoki Saito of JICA in Addis Ababa already indicated his willingness to support GUS/Ethiopia when I met him in his office in October of 2004.

(3) As also mentioned in my previous list distributions, you may then combine your project with GUS/Ethiopia project so that the local universities of the GUS/Ethiopia may be able to provide your local branch offices with help on capacity building and equipment maintenance, etc. -- see potential GUS/Ethiopia consortium members in the Reference (b) above as;

1.     Addis Ababa University
2.     Admas College
3.     Bahir Dar University
4.     Debub University
5.     Ethiopian Telecommunications Corporation
6.     Gondar College of Medical Science
7.     Gondar University

All of people we met at those institutions indicated their strong interest in the GUS/Ethiopia -- see <http://tinyurl.com/4lsmhs>.

(4) You may contact Fekadu at the Addis Ababa University who once sent me the following concept paper of his e-learning project;

Project Proposal for Launching E-Learning Mode of Distance Education Program in AAU
<http://tinyurl.com/dftd7f>

Anteneh at the University of Gondar also sent me the following concept paper;

University of Gondar Teaching Hospital (UGTH), Ethiopia Workshop: Application of Telemedicine in the fight against HIV/AIDS: EthiopiaÕs Context
<http://tinyurl.com/b2n4aa>

I strongly suggest that you firstly contact them to have their cooperation to organize the planning workshop for establishing GUS/Ethiopia.

(5) You already have an excellent concept paper;

"Enhancing Weather and Climate Prediction Project in Ethiopia"
http://tinyurl.com/97mpds

You may then modify it a bit as taking any parts of the followings;

(a) Al-Azab, M. and T. Utsumi, (2007), "Creation of Global University System in Egypt (GUS/Egypt),"
http://tinyurl.com/ypkaqo

Synopsis of GUS/Egypt (2 pages) <http://tinyurl.com/37o2gz>

(b) Concept Paper by W. G. Ollor and T. Utsumi;
"Creation of Global University System in Nigeria (GUS/Nigeria)
," November 10, 2008
<http://tinyurl.com/62fcnp>

(6) The next step what you need to do would be to configure your budget for the workshop.

For this, you may just expand the ANNEX I of AntenehÕs proposal mentioned above.

Pls send me your first draft so that we can work on it together.

(7) Let us to plan to have your workshop in the coming fall.

Looking forward to receiving your response soon,

Best, Tak
