I was extremely delighted to know that you are a former executive of Shell Oil Company and lived in Nigeria for 13 years, knows many valuable persons there, even helped creating the Niger Delta Development Commission (NDDC) with the World Bank fund — see References (a) and (b).

Peter is now a Ph.D. Student at Seoul University in South Korea — he is also a chemical engineer by education as you and me.

(2) I read through your simulation brochures (Reference (c) above) with great interest, since this could be a scenario of our GSEEED/Nigeria project (Reference (d) and (e) above -- (d)-(iii) for bios and CVs of Peter and Walter, and others).

(a) You may then invite interest parties from Global University System (GUS)/Nigeria (Reference (f) above) — Walter is now organizing a workshop to create this, and which workshop may be held in the coming May — You may then attend it, too, to introduce your project to invite their participation from Nigeria.  This is to follow the Iron Rule #1 of Simulation;

(c) As said in Item (2) of Reference (j) above, AndreaÕs group is now constructing a Nigerian national economy model with The Economic Community Of West African States (ECOWAS).  This model may be interlinked with his groupÕs US energy-economic model.

You may then provide us with your scenario for the gaming/simulation of this integrated US/Nigeria simulation system so that your qualitative/normative gaming/simulation can become quantitative one as basing on Òfacts and figures.Ó

Donal also mentioned to me about the world famous corruption of Nigeria. However, this is not much different from Japanese and American — as I mentioned in Reference (l) above of Wall Street bankers who initiated the current worldwide economic depressions as the results of satisfying their egoistic greed with the use of ÒValue at RiskÓ model which was based on the probability theory.

As you say, ÒSelfless Citizens,Ó
the salt of earth, can reverse the rapid deterioration of our Society, -- education would be the best direction toward this goal.

Thank you so much for your mail which is quite illuminating and enriching. I will look at the references you pointed out and I also thought about Nigeria in the study but as you know we have a more devastating challenge than the Political System; Our people, Nigerians. The moral decadence in my country defies any known benchmark in history. Sir, I am sure with your vast reservoir of experience you may refer me to some, but the current state of affairs in my country is disheartening. It will be difficult to make sense of any creativity or human/technology performance related indices because of the colossal leakages in the system. Sir, I was even moved to say the following:
 
In consonance with John F. KennedyÕs words of wisdom ÒAsk not what your country can do for you - ask what you can do for your countryÓ; I say, Fellow Nigerians, worry not about what our Leaders can do for us, but what we as ÒSelfless CitizensÓ can do to reverse the rapid deterioration of our Society; Moral decadence, Naked Greed and Wanton Brutality have become the order of the day; Values are reversed, as it were, ÒThe Good shall be Bad, and the Bad called GoodÓ: Brethren, Wither Art Thou?
