Dear Dula:

(1) Many thanks for your msg (ATTACHMENT I
) as indicating your strong willingness to create GUS/Ethiopia along with setting up of Beowulf mini-supercomputers at various branch offices for early warning on weather, climate, drought, flooding, etc., -- especially as utilizing funds from the Japan International Cooperation Agency (JICA) and others.

(2) My wife, Hisae, and I greatly appreciated the invitation to and hospitality extended to us at the excellent ÒInternational Symposium on ICT Education and Application in Developing Countries,Ó Addis Ababa, Ethiopia, October 19-21, 2004.  We enjoyed our stay in Ethiopia very much.

I. GUS/Ethiopia:

(3) After attending the wonderful symposium in October 2004, I and my wife had a pleasure of visiting the following universities and hospitals for fact-finding and assessment to create Global University System in Ethiopia (GUS/Ethiopia);

1.     Addis Ababa University
2.     Admas College
3.     Bahir Dar University
4.     Debub University
5.     Ethiopian Telecommunications Corporation
6.     Gondar College of Medical Science
7.     Gondar University

All of people we met at those institutions indicated their strong interest -- see <http://tinyurl.com/4lsmhs>.

See also ÒInitial group memberÓ to establish the GUS/Ethiopia at the Section II-3 of the same page.

This was mentioned in the following list distribution;

(05/24/08) 5000 Ph.D. in 10 yrs Program at Addis Ababa University in Ethiopia
http://tinyurl.com/6q355b

II. Beowulf mini-supercomputer:

(4) Pls retrieve the following list distribution;

(06/02/08) Importance of system dynamic simulation and grid network for environmental studies
http://tinyurl.com/5crfxp

Once you can estimate the size of mathematical simulation model for your local weather forecasting, you may ask Pietro (through Simone) if he would be able to provide you with the extra capacity of his
POWUA supercomputer at free of charge — see about it mentioned in this list distribution.

Simone and Pietro:

When Dula approaches you, pls take care of his need.

(5) After this trial and experiment, you can figure out the size of computing power you would need for the local weather forecasting.

As mentioned in the list distribution of the Item (4) above, Hiroshima University connects 500 Fujitsu desktop PCs in off-peak time (i.e., in night time) with Linux for creating a mini-supercomputer.  You may then ask JICA for its funding to setting up similar ones at your 11 branch offices.

Possible Funding from JICA:

(6) The following person indicated his strong willingness to financially support the GUS/Ethiopia if it would be endorsed by some high official of the Ethiopian Ministry of Education;

Naoki Saito
Resident Representative
JAPAN INTERNATIONAL COOPERATION AGENCY (JICA)
P.O.Box: 5384
Addis Ababa Ethiopia
Tel: (251-1) 50 47 55
      (251-1) 50 44 67 Direct
Fax: (251-1) 50 44 65
jica@telecom.net.et

(7) Lastly, but not least, you may talk with Nega Alemayehu.  He was the one who financed our trip to your country, and is now in the U.S. and communicated with me recently on these subjects.

(8) BTW, which of town in Nagano you visited?  It is my home-town prefecture.

Looking forward to receiving your response soon,

Best, Tak

(b) Creation of GUS/Ethiopia,
(c) Getting some fund from JICA in Addis for those activities.

In 1993 I had been in Japan Tokyo Center Trianing at Japan meteorlogical Agency training center. I have  Got Many information. However due to Lack of facilities I didn't Properly utilize knowledge Gained
