Dear Hans:

(1) Many thanks for your msg (ATTACHMENT I
) with the indication of your strong willingness to participate in our GSEEED project, particularly on the verification of Al GoreÕs proposed energy policy.

I am also very happy to know that you would take care of PeterÕs visit next summer for making ground work on our energy policy project with your people.

Dear Peter:
I took the liberty of uploading your information with this list distribution.

(2) I would greatly appreciate it if you can kindly ask Weishuang and/or Andrea Bassi to refine the Reference (a)-(ii) above, the concept paper of our project, with brief description of the followings;

(a) your energy model system,
(b) T21,
(c) national and regional models of Nigeria and any other West African countries.

This concept paper will be used for our fund raising for the workshop at Polytechnic Institute of NYU, which I mentioned elsewhere before — I will come back to you when I will construct its budget which is to be submitted from Polytechnic Institute of NYU to appropriate funding sources.

Dear Walter:

(3) I am sorry for your msgs to me having been bounced back from the Columbia University email system.

Pls send me a short msg with a copy to your daughter, Nyime Fyne-Okorie, so that she can forward it to me in case when I will not receive it.  This email connection is vitally necessary for the smooth conduct of our project.

Keep in touch.

Best, Tak

Re: Introduction and respectful request

Dear Tak,

Many thanks for the mail and the connection. I think that we will be able to work together well and I look forward to link up with Peter. He would be very welcome to visit with us when at MIT, so that we can further discuss on how we can work together, and also acquaint him with T21 and what we have already done re energy modeling in the US. Note that we are also discussing with ECOWAS in Abuja about a regional model as well as national model for the West African countries on energy, transportation, trade issues among others. That would be a head start for the project Peter is working on.

UNU is having its annual council meeting right now in Tokyo and I look forward to hear soon regarding the decision re MI. Will let you now the details as soon as available.

I will get in touch with both Weishuang re your suggestion to have MI work with Peter and also introduce Peter to our Andrea Bassi, who has done much of the energy modeling with T21. I think that both will be very keen in looking at the Nigerian energy outlook as well as the greater linkages between the users of Nigerian oil and the Nigerian economy, under a number of possible scenarios.

More later when I discussed with colleagues.

Kind regards, Hans

PS : Peter, I lived and worked for 9 years with IITA  in Nigeria (Ibadan) and then 7 years in Cotonou, also for IITA. My job was saving cassava (and your gari) from the devastation os an insect!

Dear Hans:

(1) It has been sometime since our last correspondences.  Hope everything is going fine and well with you.  How is your talk with your friend, the rector of the United Nations University in Tokyo about your joining with their Research and Training Programs?

(2) Today, I would like to introduce you the following person;

Peter O. Jack
Training Consultant/Director
National Information Technology Development Agency (NITDA)
Federal Ministry of Science & Technology

He is now a PhD student at Seoul University in Korea.  BTW, he has a very interesting background, e.g., chemical engineering, MBA, worked on telecom policies and training, system dynamics simulation, and now on e-governance, -- which are very much similar to mine.

(3) Attached to this msg are the followings;

(a) His CV;
<pjcv_current_2008.doc><http://tinyurl.com/6yseka>(80 KB)

(b) The outline of his PhD these;
<Thesis_WIP_24_11_2008.ppt><http://tinyurl.com/5aro49>(2.6 MB)

(c) The outline of his 2009 Summer Internship;
<Thesis_Summer_2009_Activity_Plan.ppt><http://tinyurl.com/6nykwt>(1.1 MB)

During this coming summer he wishes to take a week-long program at MIT/Sloan school on Business Dynamics — as I did almost 40 years ago <business-dynamics_MIT_one_week_course.pdf>
<http://tinyurl.com/5gwaoo>(2.1 MB).

(4) As you see, his PhD theses is about the Government Academia Partnerships for eGovernment Development in Nigeria.

He would like to make GSEEED/Nigeria project as a part of his theses.

Quantitative Policy Analysis of Global Socio-Economic-Energy-Environment Development (GSEEED) Project
<http://tinyurl.com/6fb8bb>

In short, this project will verify the viability of energy policy proposed by the former Vice President Al Gore, which is to replace fossil fuel to generate electricity in the US with renewable energy sources in the coming decade.  Most of such carbon based fossil fuel with less sulfur content comes from NigeriaÕs Niger Delta Region.  If this fossil fuel from Niger Delta is replaced with renewable energy sources, Niger Delta region would encounter with lessening oil revenue.  If Al GoreÕs proposition would succeed in the US, it would certainly be replicated in energy hungry developed countries, too, such as Japan, Germany, Italy, France, etc.  This will hence bring the drastic changes of socio-economic-energy infrastructures around the world.

Technically, this project is to interface socio-economic-energy-environmental simulation models of Nigeria/Niger Region and the ones of the US, and later with other countriesÕ, e.g., Japan, Germany, Italy, China, India, etc., etc., -- thus policy analysis and assessment of those countries can be made collaboratively.

(5) Prof. Walter Ollor of Igbinedion University, Okada (IUO) in Nigeria/Niger Delta region indicated his willingness to undertake this project in Nigeria/Niger region, when he visited us last summer;

(08/25/08) Meeting with Prof. Walter Ollor from Nigeria at Polytechnic Institute of NYU on 8/21/08
http://tinyurl.com/65aw7z

Walter then told us that he conversed with you over the phone before coming to NYC.

Walter is now raising fund to hold a planning workshop of this project in Niger region next May.  Peter is willing to assist Walter on this project, as making ground works as indicated in the Item (3)-(c) above, during an internship in the summer of 2009.

I would expect that you or WS would be able to attend WalterÕs workshop to guide his team on the construction of simulation models for Niger Region.  The workshop is to configure the construction of fund raising materials for this main project for which we would certainly like to have your participation.

(6) I would then respectfully request that you would have Peter for a week or so in July of 2009 so that he can work on this project with your people.  He has assured that all expenses will be taken care of by himself, e.g., such as living and traveling, etc.

Looking forward to receiving your favorable response soon,

Best, Tak
