Dear Peter:
(1) Many thanks for your msg (ATTACHMENT I) in response to Reference (a) above.
I read through your following presentation slides with great interest;
A Stakeholder
Perspective of eGovernment for Development Partnerships using Business Dynamics
Modeling.
<http://tinyurl.com/6kx7tt> (This is a very large file at 28.3 MB.)
I am very delighted to know that
you are adapting System Dynamics methodology for the eGovernment projects,
which methodology was originated by Prof. Jay W. Forrester at M.I.T., my
professor. This is exactly the same direction I have been pursuing for
the past several decades!! -- i.e., to include scientific methodology basing on
Òfacts and figuresÓ into Political Science to prevent any illusionary
discussions — such as the famous ÒWeapon of Mass Destruction (WMD)Ó
fiasco of Iraq War.
Rector Shigeru Nambara
of the University of Tokyo was one of my family friends. He introduced
American education system to Japan right after the WWII, with his friend Rector
James Conant of Harvard University. Rector Nambara was a political
scientist. I once asked him why the name of political science has the
word ÒscienceÓ even though its field does not use any scientific methodologies.
I did not hear any clear-cut answer from him, but I later found that the
Greek origin of the word ÒscienceÓ has a meaning of Òlearning/studying.Ó
Dear H.E. Chief Mrs. Comfort Chinwe Chukwu:
(2) Albeit very belated, many, many thanks for your msg (ATTACHMENT II).
It was certainly my great honor and pleasure to have met with you, Mr.
Chuckuemeka (Special Advisor on Economic Affairs to the Governor Ikedi Ohakim)
and Prof. Okonkwo (Vice - Chancellor of Imo State University) at the conference room of Prof. Rekow of New York
University (NYU) on April 7th, 2008.
Dear Mr. Chuckuemeka and Prof. Okonkwo:
(3) One of WalterÕs main
motivations for creating GUS/Nigeria is to participate in our GCEPG/GSEEED
Projects which will test and assess the viability of the bold proposition made
by Former Vice President Al Gore, which is to replace the oil imported from
Nigeria for generating electricity with renewable ones, -- which in turn may
cause your Nigeria to encounter with severe trouble of lessening oil revenue.

Dear Walter and Peter:
(4) I would strongly suggest that you may visit them at your earliest
convenience to discuss your project plan, including the scheduled workshop in
Niger Delta region next May.
Incidentally, I mention of this in the following list distribution;

Dear Peter:
(5) Pls have a very fruitful stay at the United Nations University in Macau
this year end — I have never been there yet.
BTW, you forgot to attach ÒThesis Progress NoteÓ to your last msg.
Keep in touch.
HAPPY THANKSGIVING!!
Best, Tak

Dear TAK,
Thanks for all your hints. I will follow up. I wish Walter can respond as soon
as possible so we can coordinate our efforts.
You noticed my mention of UNU_IIST, Macau fellowship from Dec 29, 2008 to
February 27, 2009.
I have modified my research focus slightly (TAK_Thesis_24_11_2008.ppt) and will
work on a similar theme (Government Academia Partnerships for eGovernment
Development while I am at UNU_IIST)
I am attaching the current Thesis Progress Note for welcome comments and
suggestions.

Let me please express my very deep appreciation of all that you did
for me and my team during our recent visit to the U.S.A.
