Dear Walter:
(1) Many thanks for your phone call the other day.
I have received a copy of the following from Harold and edited it a bit;
W. G. Ollor and T.
Utsumi;
"Creation of Global University System in Nigeria (GUS/Nigeria)," November 10, 2008
http://tinyurl.com/62fcnp
This is an excellent concept paper. For your further revision, I am
attaching its MS/WORD file to this msg;
<CREATION OF GLOBAL UNIVERSITY SYSTEM IN NIGERIA_v2.doc>
(2) I hope that, with this concept paper, you and Peter would succeed on
raising a fund for organizing a workshop in your Niger Delta region to be held
next May, for creating GUS/Nigeria and start participating GCEPG/GSEEED
projects.

(ii) Concept Paper

(3) As mentioned in the concept paper
of Item (2)-(b)-(ii) above, Former Vice President and Nobel Peace Laureate, Mr.
Al Gore recently proposed to replace fossil fuel with renewable one to generate
electricity in the USA in ten years <http://tinyurl.com/66sk9d>.
As you may know, about 40% of electricity generated at the U.S. power plants
utilizes oil from Nigeria, thanks to its low sulfur content. Also, 40% of
oil produced in your Niger Delta region comes to the U.S.
If Mr. GoreÕs audacious scheme would succeed, Japan (which does not produce
almost any oil) would follow the U.S. model — incidentally, 16% of your
Niger Delta oil goes to Japan, Korea and China, -- obviously, Japan to be the
largest importer among them.
In other words, if his scheme would succeed with the proliferation of wind-,
solar- and geothermal energy to replace the oil use for electricity generation,
your Nigeria would be in a big trouble of lessening oil revenue.
As you are the National Chair of the National Consortium for Energy Research
and Development (NCERD) for promoting the accelerated use of renewable energy
for national development, your Nigerian peoplesÕ joining in our GCEPG/GSEEED
project would be most appropriate, not only to test the viability of his scheme
in the US, but also its consequences to the economies of various countries.
(4) When you contact with possible funding sources, pls make sure to include the
possibility of creating an operator trainer for refinery and ethylene plant,
which is PeterÕs strong interest — see Reference (f) below.
Dear Carl, Sunil
and Harold:
At our next mtg (whenever
Sunil would be available), I would like to discuss how to help WalterÕs people
and students on this project, in addition to some e-learning course offerings
to them from your Polytechnic Institute of NYU.
(5) ATTACHMENT I below
is the collections of our previous discussions. If appropriate, pls feel
free to utilize any portion of them for your contacts to high officials in
Nigeria.
Best, Tak
