Dear Erdogan:
(1) Many, many thanks for your msg (ATTACHMENT I) in response to Reference (a)
above, as indicating your positive direction on GUS/course offerings.
Very glad to know that you have a well equipped e-learning receiving course
classroom. This would be excellent for group-learning with the
replication of classroom teaching approach. However, in addition to it,
pls explore the possibility of multimedia web teaching with individual
video-meeting for studentÕs intimate consultation with his/her professor
through broadband Internet — as a lady teacher located in India teaching
a home-learning American student via broadband Internet with video-meeting as a
recent ABC News reported — we did such a thing very successfully during
our workshop at the University of Tempere in the summer of 1999 with Montana
State University in Bozeman, Montana via ethernet cable, i.e., 10 Mbps;

My next hope is to have such an individual video meeting with a portable
digital assistant (PDA) (say, iPhone, etc.), so that students can meet with
their instructors at thousands miles away from a bus-stop or any where in a
city-street corner via broadband wireless Internet. This is to enact the
custom which teachers open their doors to students (with some limited time
availability, of course).

(2) Referring to our conversations made during our dinner on 9/13th, pls talk
with professors of the following courses at your Hypermedia Lab on the possible
offering of their courses (in English) to students of TOBB/ETU in their Summer
term (Apr 27-Aug 1, 2009) -- I think that earlier than this date would be
difficult with fund raising and preparations, etc.;
(a)
"Introduction to Web Publishing" and
(b) "Introduction to Hypermedia"
Pls let me know this possibility after discussing with your professors ASAP.

(3) Pls check the web site of the Helsinki University of Technology, since
Heikki has already indicated the willingness and readiness of the e-learning
course offering from his university during you invited him to your TOBB/ETU in
the fall of 2006.
(4) If TapioÕs and HeikkiÕs replies are affirmative, the followings would be
your next steps as mentioned to your people during my stay at your TOBB/ETU in
the fall of 2006 upon your kind invitation;
(a)
Hold a mini-workshop at the TOBB/ETU with professors from Finland, say, one or
two days, to discuss with your professors how to proceed the e-learning
courses,
The e-learning would utilize various technologies, e.g.,
multimedia web teaching, individual and group-based videoconferencing, etc., at
maximum level.
(b) Two or three month after the above mini-workshop, hold a workshop (say, for
two or three days) at the beginning of a semester/term for those Finnish
professors describing to Turkish students how to conduct their e-learning
courses,
(c) Hold a workshop (say, for two days) around the mid term examination for
those Finnish professors consult with Turkish students on their e-learning
courses,
(d) Hold a workshop (say, two days) just prior to final examination for those
Finnish professors consult with Turkish students.
Outstanding student(s) would then have scholarship to go abroad Finland for
their study for a year or so.
As you see, this is the so-called Òmixed modeÓ e-learning. As I often
said elsewhere, the essence of education is to inherit wisdom more than mere
transfer of knowledge, which can only be made with face-to-fact contact.
However, such face-to-face contact for prolonged period is too expensive
nowadays, so that the mixed mode has been advocated by Prof. Hironaka through
the Japanese government — see below.
This is to follow the so-called Òthe 21st Century Version of Fulbright Exchange
System,Ó which was suggested by the Japanese government — see the
following list;

from your Polytechnic Institute of NYU.

Very glad to
know that you have a graduate of Polytechnic Institute among your faculties.
As I asked you before on this matter (Item (3) of Reference (a) above), if your
side is affirmative, pls let me know ASAP.
Your next step would then follow the case of TOBB/ETU and the University of
Temper as your visiting TOBB/ETU for one or two days to see TOBB/ETU and
discuss with their faculties. If affirmative, you may then invite
TOBB/ETU people for signing the MOU.
After having signed the MOU, you may proceed the steps mentioned in the Item
(4) above. If everything goes well, your e-learning course offering to
TOBB/ETU may start in the fall of 2009.
I would be happy to visit you to discuss further in the coming weeks. Pls
let me know your two alternative convenient date and time.

Dear Prof. Utsumi,
1) We have an e-learning classroom equipped with audio-video materials for
distance education currently in receiving mode (broadcasting needs camera
adjustments). This classroom can accommodate around 40 students to attend
courses. We have looked at the courses offered by the Hypermedia Lab (U of
Tampere). We can enroll students in the courses titled "Introduction to
Web Publishing" and "Introduction to Hypermedia" (and possibly
in other courses offered by the lab after discussing with the other departments
of TOBB ETU). Our academic terms are Fall semester (Sep 8-Dec 20), Spring (Jan
5-Apr 11), Summer (Apr 27-Aug 1).
2) Currently we do not have any funds for this project. But we are
investigating possible venues.
3) We are willing to sing an MOU with Poly Inst. for bilateral cooperation in
education and research. We have Poly Inst. graduates as faculty in our school.

Greetings from New York where I have been lecturing and consulting
cooperation with Dr Takeshi Utsumi at the Polytechnic Institute of New
York University. We are now exploring the possibility of offering
courses to TOBB together with New York University if that is in the
