Dear Ms. Nuru:

(4) At that time, you raise a question if there is a mechanism to predict the occurrence of conflicts and how to manage/resolve it.

In ancient time, priest or shaman assisted the decision-makings of kings or rulers in Inca, Egypt, India, China, Mesopotamia, etc., as predicting the Òcelestial movementsÓ — which led to the achievements of mathematical development which is the astonishments even to todayÕs advanced astronomers.  Future leaders of global village need to have the capability of understanding the Òcomputer simulationÓ of socio-economic-environmental system, since it will assist them (hopefully, even at local level) with rational analysis and critical thinking basing on "facts and figures" -- rather than the political ÒillusionsÓ which was mentioned at the seminar.

This is the basic tenant of our following projects with a globally distributed computer gaming/simulation system to help decision makers construct a globally distributed decision-support system for positive sum/win-win alternatives to conflict and war;

Our projects will focus on the issues of environment and sustainable development in developing countries. The idea involves interconnecting experts in many countries via the global Internet to collaborate in the discovering of new solutions for world crises, such as the deteriorating ecology of our globe, and to explore new alternatives for a world order capable of addressing the problems and opportunities of an interdependent globe — particularly with the use of cause-and-effect diagram of system dynamics methodology for clear understanding of interrelatedness among various international phenomena (see below for an example);


Gaming/simulation is the best tool we have for understanding the world's confrontation prone problems and the solutions we propose for them. The understanding gained with scientific and rational analysis and critical thinking would be the basis of world peace, and hence ought to provide the basic principle of global education for peace.

(5) The end of Section II (in Page 8) of the article mentioned in Item (2) above says as follows;

Ògovernance is the use of institutions, structures of authority and even collaboration to allocate resources and coordinate or control activity in society or the economy.

Simply defined, governance is the use of structures of authority to a decision-making process for the management of societyÕs affairs.

E-Governance goes beyond E-Government. It means employing modern ICTs to address the issues of governance i.e. the participation in the decision processes of citizens and other actors. This inter-alia implies deploying efforts in the participation of all citizens, the access-divide and promotes opportunities for social empowerment.Ó


Also, the end of its Annex 2 ÒStages of E-Government evolutionÓ (in Page 58) says;

ÒNetworked presence is Stage V which represents the most sophisticated level in the online e-government initiatives. It can be characterized by an integration of G2G, G2C and C2G (and reverse) interactions. The government encourages participatory deliberative decision-making and is willing and able to involve the society in a two way open dialogue. Through interactive features such as the web comment form, and innovative online consultation mechanisms, the government actively solicits citizensÕ views on public policy, law making, and democratic participatory decision making.

Implicit in this stage of the model is the integration of the public sector agencies with full cooperation and understanding of the concept of collective decision-making, participatory democracy and citizen empowerment as a democratic right.Ó


Our GCEPG and GSEEED projects are exactly aiming to realize this level of E-Governance as constructing global network of the Centers for Conflict Management and Resolution (CCMR), which was mentioned in my following last list distribution sent to Dr. Ahtisaari, former President of Finland;

I just came back from an ICT for Development workshop held at UNESCO, in
Paris. On this side, I want to tell you again that your project for the
African information superhighway is really significant, and as little as my
support can be you can surely count on it. I just read a paper published by
the Swiss Federal Institute of Technology, titled "E-Government in Africa:
prospects, challenges and practices - ICT potential remains largely
unexploited in Africa". I'm attaching it here for you.
