(3) Your luncheon speaker was Jean Claude Healy, M.D., Ph.D., Senior Advisor,
United Nations (UN) Global Alliance for Information and Communities
Technologies and Development (GAID), which has ÒConnect AfricaÓ activity, a
global multi-stakeholder partnership to mobilize human financial and technology
resources to bridge gaps in ICT.
The meeting to be held in Kigali, Rwanda in October 2007 was organized by ITU,
African Union, World Bank Group, GAID, heads of state, ICT Ministers, plus 600
stakeholders. The meetingÕs goal was to develop an action plan for
broadband communications that would increase the penetration and access to
broadband for Africa in support of development from a rural economy to a
knowledge economy.
Dr. Healy noted that one of GAIDÕs identified goals is to make sure that 80% of
the African population will have access to broadband communications in the next
five years. Such milestones can transform rural economies into venues for
knowledge exchange.

Universities (AAU) in Accra, Ghana next week. If affirmative, it will be

I would then greatly appreciate it if you can kindly inform me the contact
address of Dr. Healy at your earliest convenience so that I can inform her
address to the contact person of the AAU.
I think that it would be stronger appeal to the Japanese government if both
need of broadband Internet for e-learning (by AAU) and for telemedicine (by
GAID) are presented at the TICAD IV — after all, the ÒcollaborationÓ was
stressed at this conference.

I have been assisting Linda at MAMAS for the past few months as she has put
together her Telemedicine proposal. I would like to let you know about a conference
coming up in Las Vegas Sept. 17t at the American Telemedicine Association (ATA)
Mid-year meeting. The day is entitled " Global Forum on Telemedicine:
Connecting the World through Partnerships." I have attached a description.
Dr. Jean-Luis Belard and myself are co-Chairs for TATRC who is sponsoring the
day. I think there is great value to many of the people you correspond
