Dear Takeshi,
It was good talking to you moments ago.
I have followed your work with keen interest and have been most impressed by,
in fact, amazed and enthusiastic about, the scope of daily efforts you are
making for the development of ICT globally.
I have written extensively on ICT development and ICT for Development. You
might check Google for some of my works. I also edited the volume on ICT
and African Development for the UN ICT Task Force.
With the pending TICAD IV and the Japanese plans to build a super highway
across Africa, I believe that there is much we can contribute to the
discussions. If we can contribute to the development, strategic planning
and execution of the conference, we would be glad to do so. I did personally
serve as a consultant to the UN Unit of Technical Cooperation between
Developing countries (TCDC) for the Asia-Africa Business Forum 1, which took
place in Kuala Lumpur a few years ago.
As promised, I am attaching the address I gave to the Conference of Rectors,
Vice Chancellors and Presidents of African Universities of the Association of
African Universities, in Tripoli last October in which I pt out the clarion
call for Africa to rise and deploy its vast global knowledge, expertise in
Science and Technology and in R&D to transform Africa's socio-economy.
The strategy for doing so is our Project R&D, which I unveiled during the Conference. We are
actively in the process of detailing the implementation of Project R&D and
building the coalition of experts to form the think tank for the overall
initiative, as well as the sector groups to mastermind the initiative in each
sector.
At the present time, we are treating the master plan and process confidentially
to ensure that each aspect is solidly developed before it is made public.
I look forward to talking to you after you have read this, and to getting
together with you in the city very soon, at our mutual convenience.

The AAU can advocate for this, especially as we are preparing with the AU the
work plan for the implementation of the Second Decade of Education for Africa
(the AAU has been designated by the AU as the implenting agency for the higher
education component). A meeting with the AU will take place in Accra in a few
weeks; however, we need more information on the upcoming TICAD and especially
on the trans-African highway in order to put the fibre issue on the table.
