(1) Many thanks for your msg.

(2) MarinaÕs msg of yesterday (2/26/08) said that she could not raise enough fund to cover my travel expenses to attend her 10th Global Leadership Forum from June 18 to 23.

However, if your workshop would be held around that time, she would welcome my attendance.

(3) This means that your workshop can be scheduled at any time upon your convenience — I would say that it might be in this coming fall, in September or October — before your cold weather will set in.

(4) MarinaÕs msg of yesterday also said that the election of the mayor of Gorno-Altaisk will be held on March 2nd.  After this, she will check with the new mayor if he/she would be interested in continuing MarinaÕs wish of making a sister-city relation between Gorno-Altaisk and Bozeman, Montana, which was firstly mentioned in my following list distribution;

(6) I am very delighted to hear of your willingness to submit a grant request for your workshop to Andrei Kortunov of the New Eurasia Foundation.

(7) I would be very happy to help you to compose the concept paper which is to be submitted to Andrei.

Since its general scheme has already been made in the URL of the Item (5) above, you may insert your local situation/condition in appropriate location in it.

The descriptions of models made by other Russian colleagues (which appear in ANNEX I and V of the URL of GSEEED mentioned above) may be excerpted and added at the end, if you so desire.

(6) When I visited Novosibirsk in the fall of 2006, my GLOSAS/USA (non-profit organization) received a fund from the US Agency for International Development (USAID) through the Eurasia Foundation.  GLOSAS/USA then subcontracted MarinaÕs Siberian Academy of Public Administration (SAPA).

I think you can do the same with the New Eurasia FoundationÕs fund.

Yes, I agree with you that the strong participation of MarinaÕs SAPA is a vital necessity.  I think she will help us, according to her previous indication.  Natalia V. Baranova and many others in Novosibirsk and Altai would be willing to help you.

(7) Is there any possibility of coming to New York City on your way back from San Antonio, Texas after your conference is over on March 11th? — though I have a previous commitment in the evening of March 12th.

If possible, we can have a mini-workshop at the Polytechnic University in Brooklyn, say, just for one day on March 13th or 14th (latter is preferable) — I may ask someone from Millennium Institute in Arlington, VA to come.  We can discuss the outline of the road-map of our GSEEED project.

please, excuse the delay with the reply. I am in a business trip last days and have limited access to internet.  Regarding your suggestion that I organize the workshop, in principle it is possible, but I see the following difficulties. First, I am afraid that I have no the general picture of the problem, broad enough to formulate the proposal.  I was mostly concerned with my part of the project, so it would take a while until I will be able to write something coherent. However, if you can help here, this will be much faster. Second, the links with Altai come from the Siberian Academy for Public Administration, personally – Marina Tyasto.  If they will take the organization of this part, it would be easier.
Anyway, from 5th to 11 th of March I should go to San Antonio, Texas, on the annual meeting of the Public Choice Society and still my talk is absolutely not prepared, thus I will be very busy with it the next week. So, most probably I can do nothing serious about the proposal at least until the middle of March.
Should I contact Mr. Kortunov directly, did you tell him about possibility of submitting a proposal from Novosibirsk?
